- Sorry it took so long, here are my critiques:
- Pendulum Monsters (Civilian Mode): I like the idea of making them Normal Pendulums so you can still have quotes. Though not a big fan of Kyoko having 2000 ATK on a Level 3, as 1750 is supposed to be the limit.
- Red & Blue: The synergy is good, though not entirely sure if Red returning itself to the hand would mean it's not technically destroyed, so maybe ask in the rulings section. Archetypal searching is always good. Also, the PSCT on Blue should read as "Once per turn: You can destroy 1 other card in your hand or field, and if you do, add 1 "Despell" card from your Deck to your hand, then return this card to your hand." The card shouldn't return itself to the hand at the same time as the search, or it would technically "fizzle". Yes, card text trumps game mechanics, but still best to keep it in kind.
- Black & Pink: Not the biggest fan of the fact these effects don't work as well in tandem as Red & Blue, because you can't destroy Black with Pink and still get Black's effect from Pink's mill. I kind of wished they worked like Red & Blue, except for GY retrieval. Anyway, for PSCT issues, Black should say "to your hand during the End Phase of this turn." For Pink the "D" in "Destroy" following the semicolon shouldn't be capitalized, and "End Phase" should be.
- Yellow & Pink: Sometimes it can be important to have a monster that can Special Summon itself before your Pendulum Summon, so glad you do have that in Yellow. Nagisa being an Electrumite for the archetype is kind of hilarious.
- ***
- Despellucent (Soul Gems): Bit weird to only have 3 Soul Gems of the 6 girls, but them again I don't think there's a good image of Madoka or Nagisa holding their own Soul Gem (I guess maybe her death scene?), so if this was done out of necessity, I understand.
- Song: Offering protection to your Pendulums is a very neat idea, and it fits well with Sayaka's themes of high durability. Though I think it'd be fine to just word it like Ghost Ogre and Snow Rabbit, as not ever card needs to destroy itself. I think you'd need to have it say "target 1 face-up Spell/Trap" as I don't think you can give this unaffected status to face-down cards, also I don't think you can target cards in your face-up Extra Deck, so just have it add them without targetinf I guess.
- Lie: Glad for more SS's, and Lie looks like it works pretty well for what it does. This makes me think Painful Choice would be an amazing choice for the Deck so you can get those Pendulums into Grave with minimal effort to revive. As for PSCT, it should say "but destroy it during the End Phase."
- Hope: Nicely finishes out this this trilogy of cards by retrieving from banished cards, and special summoning monsters from hand. Only thing is that I would associate Hope more with Madoka's wish than with Mami's.
- Grief: Tuner that searches cards and Special Summons itself, it honestly might do a bit too much, but it's pretty archetype locked by design, so should be fine.

- Fusion Monsters (Mahou Shoujo): Fusions is a neat idea, the Soul Gems being fused to the girls. Not much else to comment on. PSCT for the "float effect" should be: "If this card in the Monster Zone is destroyed: You can place this card in your Pendulum Zone.
- Ophelia: The ability to resummon this card from the Pendulum Aone to the field is pretty nice, hell you could potentially do it during your opponent's turn for a second pop with the right set-up. Only complaint is that having it be non-targeting destruction is a bit strong, though it is a 1-for-1. Make sure you say "Once per turn (Quick Effect):" or you could activate this effect multiple times in the same chain for some stupid degeneracy.
- Ocktavia: I like that in combination with Ophelia it gets you basically any scales you want from your Extra Deck since you can use this effect twice. The protection effect in monster form is neat as well. Also, it's "1" not "one" for the Pendulum effect.
- Homulilly: I love that its Pendulum effect makes it so like time stop so you can just whisk it away from danger, though again, might interfere with the effects.
- Kriemhild: All the searching and recursion. I like that it's pretty in theme. Not much else to say.
- Candeloro: ATK boost works well as a mentor figure and ties nicely into disabling foes for her teammates to wrap up, pardon the pun. Only issue is that Pendulums can't have Quick Effects, so maybe instead have it state "At the start of the Battle Phase:" if you really want to use it during your opponent's turn.
- Charlotte: Feels a bit weak, probably a 1-off at best, but does fill a nice niche.
- ***
- Synchro Monsters (Witches): Having them tune with Grief is a neat little idea. Altered pathways for the girls to go, though not sure why you don't have one for Mami.
- Confessio: Not sure about it being able to retrieve any banished card because of Gold Sarc, and also Pot of Desires banishing 19 means you have a wide selection of cards to choose from. It feels a bit weird to have her be the play starter for getting the effects of your witches though.
- Decretum: Works well enough, but doesn't feel much like Sayaka beyond it coming back from the dead like a Zombie I guess.
- Walpurgis: Protection effect is pretty interesting. Kind if matches with that barrier she used to protect herself from Homura's physical attacks. This can kill certain decks that are reliant on one type of card for removal like Sky Strikers, so nice stuff.
- Inevitabilis: I like how it's suicide the monster, but in a sad way. Fits very well with Homu Homu.
- Luminous Heaven: Not sure how I feel about this being essentially generic, even if it only has 1 effect.
- Venari: A means to an end I guess. Not much to really comment on her, I think she fills her role well enough.

- Link and Xyz (Goddess and Devil):
- Divinity: Honestly, I think this would work better as Kyubey. Make it a 0 ATK untargetable and unattackable monster, and I think the effect of Special Summoning matches well with Kyubey as well. I'm just really not a fan of my personal lord and savior being this weak.
- Disruptor: Infinitely recurring itself is fun. I think I'd make it indestructible in addition to untargetable so your opponent can't just destroy it when you change their effect to "destroy 1 card", also, I think you can only apply this effect to Normal Spells/Traos and monster effects that activate on the field going by Artifact Durendal.

- Spells:
- Contract: Good fusion spell, not much else to say.
- Regret: Surprised you had this discard instead of jut blowing up a card to do the search instead.
- Dark: Field Spell is alright. Not busted or anything and serves its purpose. Though I feel like you should look at Pacifis if you want it to have a "Quick-like" effect, as I'm not a fan of putting Quick Effects directly on Field Spells since Rainbow Ruins is the only one to do so, and it seems like Konami doesn't want Field Spells to have Quick Effects.
