There is no way to connect a name to his alias. We can only work on the fact that his packets seem to originate from Southeast Asia. It is most likely that he works for China because it appears that:

A. He targets government web sites in an attempt to fuel disorder entirely in AMERICA
B. His work is intended to cause the US to regulate the internet in a way that will slow economic growth
C. He is not a native English speaker
