By sending agents in civilian clothes to blend in with a mob of ak47 totting people, or somethings SENDING an angry mob of ak47 totting people dressed in plain civilian clothes, nobody will be able to put the blame on anyone other than the usual local turmoil the 1st world doesn't really give a shit about.

What's more, they gain the benefit of being supported by local efforts, as it's really nice to know if someone is shooting at you, there's a big angry bunch of locals with Techinicals and RPG's who are gonna shoot back at them.

Through this hidden group, anyone with any degree of wealth is free to throw money at a specific goal, be it to eliminate competitor businesses or just cause turmoil, or even thin out an ethnic group, with reduced fear of repercussion as to the rest of the world "it's just the same old shit that's always been happening in Africa"
