- September 06 2021 - Overhaul for 2022 rotation.
- ---------------------------------------------------------------------------------------------------------------------------------------
- So you already made the jump from Theme to Standard (using the OP guide as reference, I expect) but are unable to win jack because those Shadow Riders and Urshifu VMAX are too expensive? You can't win with your homebrew decklist and just want to bust some heads with something that's not meta? Or are you simply too lazy to create a new decklist and want to try something new, that won't cost you an arm and a leg?
- You just came to the right place, anon. Here I am working on a repository for budget decklists that are legal for the 2021-2022 season. Have a suggestion? Post it on the general and get feedback, if it's decent enough it will possibly get in here. Meanwhile, there's some points to keep in mind.
- 1. Lists posted here should be considered skeletons or templates to build from. You may have some copies of a powerful yet expensive card available so, if you have the option to build a more potent/consistent version, go for it! Most of the time, card counts and specific additions are up to the player's taste, playtesting, and your personal collection.
- 2. The decklists here are budgetized - this means that for the most part, expensive cards will be replaced by less costly counterparts. However, the SWSH format has been fantastic at reprinting and otherwise increasing the availability of consistency boosters through the course of this era - this means that you won't need to pay an arm and a leg for two copies of Crobat V, for example.
- 3. Without Bench Barrier in format, Urshifu VMAX and the overabundance of spread attacks shit hard on most decks that rely on single-prize low-energy attackers, and most of these decks will experience high loss rates in those match-ups. Don't let that discourage you from trying them, tho! Ladder eventually fixes around your "power level", so at lower ELO it's probable you will have more fun with these lists.
- ---------------------------------------------------------------------------------------------------------------------------------------
- You can search for the tags - type, main playstyle, whether it uses basic or evolution, single prize, V or VMAX Pokémon as its main attacker - added to each deck which indicate the characteristics of every deck. Most decklists posted here aim at costing less than 10-15 pack currency, without considering consistency enablers like Crobat and Marnie which are universal to almost every deck - I won't bother writing a cost in this guide since Pokémon and trainer trade prices are extremely volatile, so if something stops being budget, I will simply try to update the guide to reflect it.
- TAGS
- [##TYPE] - Energy type used by the main attacker(s) in deck
- [BASIC] - Deck's main attacker is a basic single-prize Pokémon. Beware of Urshifu VMAX!
- [EVOLUTION] - Deck's main attacker is an evolved single-prize Pokémon.
- [BASIC-V] - Deck's main attacker is a basic Pokémon V.
- [VMAX] - Deck's main attacker is a VMAX Pokémon.
- [SINGLE-PRIZE] - This deck doesn't employ V Pokémon at all! It probably suffers from consistency issues.
- [##PLAYSTYLE] - How the deck wins.
- [BEATDOWN] - Simply takes 6 prizes by KOing the opponent's active Pokémon.
- [SPREAD] - Distributes damage counters on field disregarding the active position. Excels at taking out benched Pokémon. [CONTROL] - Goal is to deny prizes to your opponent, sometimes aiming for a deck-out victory.
- [MEME] - Deck uses some out-there strategy: whether is playing extremely high or extremely low specific card counts,
- or winning through an extremely convoluted and inconsistent combo.
- [COMPETITIVE] - Deck has a good match-up against meta, or is a variant of a meta deck itself.

- Deck notes: It hits hard, it adds cards to your hand, it has self-energy ramp. Zacian V is a consistency engine and an attacker all on its own. Oranguru and Rotom Phone provide a consistent way to attach energies while going first. Crystal Cave and Cape of Toughness make Zacian extra resilient against spread and prevent OHKO/2HKOs, while the rest is as much consistency and gust as possible. Zamazenta V f*cks over a ton of VMAX decks. A ton of switch cards help you play around Zacian's attack lock.

- Deck notes: Peony gets you the ever so important Rare Candy and a Turffield Stadium, enabling you to consistently place Rillaboom in play, since Rowlet & Exeggutor rotated away. Kricketune replenishes your hand, Cramorant is an alternative method to grab Rare Candies and also kill benched support mons. Dhelmise VMAX is the strongest Grass VMAX that doesn't discard your energy, but you can pretty much replace it with any other Grass VMAX of your choice. Keep in mind Rillaboom's energy ramp isn't limited as far as targets go, so this is why Dubwool V works as a late-game cleaner on this deck.

- Deck notes: The existence of Frosmoth has pretty much forced all Water attackers of the SWSH era (with counted exceptions) to have massive energy costs. In this case, I picked Wailord V because coin flips are fun, and because unlike many other Water attackers in the format, Wailord V is self-sustaining via Draw Up. Glimwood Tangle helps with dealing consistent damage, Cape of Toughness makes it extra THICC and the rest is consistency as usual. You can pretty much replace Wailord V and its support cards to make another variant that relies on Frosmoth; Galarian Darmanitan VMAX with Telescopic Sight, Milotic V and Galar Mine, etc.

- Deck notes: Mew VMAX took a fat shit over this deck and called it a bitch. Max Miracle just ignores the Safeguard ability of Decidueye, and they only need a single Power Tablet to achieve the OHKO. The deck has a good match-up against the rest of the current format; stuff like Leafeon VMAX, Zacian and Umbreon to an extent, have massive trouble against this deck. It's just that the indisputable tier 1 king is unfazed by the deck, so prepare for a lot of forfeits.

- Deck notes: This is a very straightforward deck. Lock the opponent as much as possible with Path and Marnie, abuse Dragapult VMAX low energy costs to spread damage, and use Shady Dealings to search trainers and spread some counters. Save Tool Scrapper for Cape of Toughness. I don't know what else to tell you. As long as you're smart about your counter placement, you should do well with this deck.

- Deck notes: Based around the fantastic combination of Quick Shooting and Crazy Claws, Sableye V is a competent rogue pick in a format swarmed by Mew VMAX. Galarian Weezing gives the deck enough time to work its magic against an ability-heavy meta. Fusion Energy is a bit of a problem, but the fact that you hit weakness against Mew VMAX to begin with, make the match-up against Fusion-based decks far more bearable. Galarian Moltres provides a consistent attacker in combination with Raihan in case you can't spread counters.

- Deck notes: Yes, yes, I know that I said that most Frosmoth variants were derivative and boring, but Wishiwashi somewhat breaks the mold by reliably 2HKOing most VMAX targets with the highest Hydro Pump multiplier in format, while also being worth just 1 prize and still being incredibly bulky. This is enough to tip-off the prize race on its favor against most VMAX decks, which are forced to spend a lot more resources just to get rid of Wishiwashi. Eldegoss and Energy Recycler help you stream your attackers, rest is consistency.

- Deck notes: Boltund VMAX makes good use of the Flaaffy engine by setting up massive damage with Bolt Storm/Max Bolt. Zinnia is a good supporter in this format where Genesect and Inteleon fill multiple benches, but decks usually don't have enough space for it. Rest is consistency trainers, some recycling, and enough switches to not get rekt by a bad start.

- Deck notes: Charizard's way out of the Rare Candy issue is that it's the hardest hitting stage 2 in format, and also having consistency of its own. Altaria + Oranguru enables the deck to consistently grab supporters without the need to rely on a pivot like Mew or Jirachi, and Cinccino draws some extra cards to help you setup. This deck is extremely poorf#g-friendly by virtue of having its main attacker line inside a theme deck.

- Deck notes: This is a deck meant to exploit the prevalence of Mew VMAX in the current metagame, with Hoopa acting as a cheap attacker to soften non-Psychic Pokémon, and Moltres working wonders in the late game and alongside all the energy recovery and search in the deck. Tapu Koko acts as a pivot that can draw some cards in a pinch, while the Inteleon line searches your relevant trainer cards like in every other deck that uses Inteleon. Be careful when playing Moltres V, as you don't want to give your opponent 2 free prizes for nothing.

- Deck notes: Malamar is an extremely fun and unique deck, but with the rotation of Oricorio-GX, getting the big hands neccesary for damage became a lot harder. Since the deck already takes a fat L against spread and snipe, you may as well go all out with the addition of a Cinccino line to get there. Rescue Carrier is fantastic in this deck; not only do you recover valuable resources, it also becomes 80 extra damage for Malamar! Korrina's Focus and Bruno fill your hand, and the rest is 1-for-1 consistency and some recovery cards to allow you to go nuts with Cinccino. The deck would appreciate being able to consistently gust targets, but playing Boss Orders greatly conflicts with playing Bruno/Korrina to fill your hand. Some people play Passimian to chase away targets, so you could try it.

- Deck notes: This deck plays two flavors of attack lockdown; Glaceon against VMAX decks, and Eiscue against Basic-heavy decks such as Zacian and Regidrago. Galar Mine greatly troubles your opponent, while doing very little to a deck like this that doesn't pivot around bench sitters. Raihan loads Eiscue on a single turn, and the rest is a bit of consistency from Inteleon and a high supporter count.

- Deck notes: Accelgor is a cheap and powerful attacker that combos really well with Mew, enabling you to consistently search trainers while setting up 2HKOs with Power Tablet. The fact that the second most popular deck in format - Urshifu Umbreon - includes a Grass-weak Pokémon gives it an additional edge as a budget deck that may sometimes steal a win from tier 1 decks. Switch, Bird Keeper and Air Balloon in high counts move Mew out of active, and you can even rely on manual switching thanks to the low retreat costs of all your Pokémon. Smeargle recovers your incredibly important Power Tablets.

- Deck notes: Rotation was kind to this memetastic deck. Peonia saves your ass from getting rekt by randomly prizing Arrokudas, while Rescue Carrier reduces the reliance this deck previously had on Nessa, allowing you to use Boss Orders or Marnie depending on the situation. Barraskewda finishes off targets that Cramorant softened beforehand, while Celebrations Mew, Lucky Egg and Pokégear aid your consistency. This deck, like Leon's Charizard, is poorf#g-friendly by virtue of its main attacker line being part of a theme deck.

- Deck notes: It starts with a simple idea - use Spark Trap, forcing your opponent to eat 120 damage every time they attack, and use Dracozolt's fat ass to tank damage which you can then heal with a dozen of your cards like Lucky Ice Pop and Cheryl. Kabu draws a shit ton of cards, and the rest is consistency aided by Path and Tool Jammer for a side of lockdown. Rose primes you for a Max Impact attack when you really need to finish off a dangerous target. Try to never put a second Dracozolt in play to deny gust targets to your opponent, hence a way for them to counter Spark Trap.

- Deck notes: This deck is honestly really fun. A combo of Butterfree and Leon can bring down even the sturdiest VMAXes through a combination of poison and burn damage. The rest is consistency from Celebrations Mew, Crobat and trainers. There's two big problems tho; you only have 4 good energies to manually load Salazzle, and Fusion Energy - which entirely blocks Butterfree. However, the inclusion of Butterfree also leaves enough spaces free with the removal of Yell Horn to include funny stuff like Raihan and Fan of Waves, which solve these two issues. I considered the VMax match-up far more important, hence the deck has next to no recycling and a small energy count.

- Deck notes: Morpeko is yet another deck that abuses the ubiquity of Mew VMax and its status as a Darkness attacker to steal some wins. This variant uses the Houndoom engine to place damage counters on your own Morpeko, adding 50 extra damage to Explosive Discontent per Houndoom attachment. Cape of Toughness and Abomasnow add HP so your Morpeko don't die against Inteleon/Zigzagoon, but you still have to be careful with your counter placement, lest you want to lose 3 prizes in a single turn to Tool Scrapper and Boss Orders.

- Deck notes: Dump as much energy as possible to the discard pile, then use Blissful Blast to recover all of it. Capture Energy and Lucky Energy help with consistency in different ways. Use Hyper Potion and Cape of Toughness to deny any possible KO. Since both Draw Energy and Weakness Guard Energy rotated out, I decided to go for Psychic as the rest of the energy alongside Suspicious Food Tin, which is superior to Hyper Potion as long as you have Psychic energy attached. Allister and Milo aren't as good as Hapu was, but they dig for useful cards and discard energy.

- Deck notes: Flaaffy was extremely hyped in the pre-release season, as Rayquaza VMAX seemed to be a potent meta option... that turned out to not be the case. But it still serves as the backbone of a serviceable budget deck. Zekrom spreads paralysis while Regieleki and Zapdos act as snipers. A healthy Scoop Up Net/Switch count helps getting Snorlax out of active. The rest is consistency. The reduced Switch counts in the current metagame help making Paralysis just a tad more threatening.

- Deck notes: This version of Altaria control stands out for not being just a worse version of Decidueye. By partnering with Corviknight VMAX, Altaria gains a way to control the board through a combination of Memory Capsule, Clutch and Yell Horn. Celebrations Dialga can recover valuable trainers, energy and most importantly, a Memory Capsule discarded by Tool Scrapper. Avery cuts on the opponent's options available, making them choose between a secondary attacker or consistency-boosting bench sitters. After you have exhausted your opponent's resources, you should be able to either aim for a deck-out with Altaria, or simply keep Clutching your opponent to death. Beware of Mew VMAX; forcing them to burn Switches with Boss Orders on Genesect copies is your best bet against the deck instead of relying on Clutch from early on.

- Deck notes: Viable stage 2s are scarce in the SWSH era, and Dragapult manages to be part of a select few by virtue of its ability. With enough luck, Infiltrator will deny your opponent enough KOs so Quick Shooting and Phantom Force can start to work their magic and claim multiple KOs, aided by the consistency provided by Shady Dealings and Fog Crystal. I guess you could run Path to the Peak, but the deck is linear and lacks enough deckspace to fit that and other techs; such is the curse of Stage 2s.

- Deck notes: Regidrago f*cks shit up with its massive attack, while you use Cherrim to setup your attacks. Tropius cleans house. Mew and Kricketune are useful consistency turn by turn, while the choice of supporters and trainers is meant to facilitate the process of streamlining Regidrago after Regidrago as much as possible. Klara is outright amazing in this deck, but it competes in space with more reliable consistency like Research and Bruno. Still, you can try to play around with the supporters numbers until you feel comfortable.

- Deck notes: Smeargle wants to get as many energies in hand as possible, and the deck is built to aid towards said win-con. The loss of Fairy Energy means that the deck loses OHKO potential, but you will be comfortably 2HKOing VMAXes as long as you properly setup your board. Some people have suggested Dew Guard Milotic as an option against Marnie, but without PokéCom in format it's extremely hard to consistently get a 1-off Milotic in hand.

- Deck notes: Koko VMAX emulates the quad Tag-Team decks of a few years ago and attempts to make every match into an 8-prize game; people playing reduced Switch counts nowadays also helps so paralysis actually sticks for a bit on the opponent's active, aiding your 2HKO capabilities. Tool Jammer prevents the effect of Big Parasol, which otherwise would counter the selling point of this deck. It's a simple yet effective deck.

- Deck notes: Jumpluff decks always end up using an absurd number of Pokémon, and this is no exception. The supporter line is ridiculously thin, but Shady Dealings ensures you will always have access to it. Raihan charges your Jumpluff in a single turn and searches either a Scroll or a Rapid Strike energy, while Octillery searches the missing one. Inteleon spreads damage to targets that may just be missing a tick. With Passimian in play, you can put 120 damage on each benched Pokémon V per turn. Medicham V finishes off targets and gives you an extra turn to kill whatever remains.
- ---------------------------------------------------------------------------------------------------------------------------------------
- [EXPANDED]
- Sidenote for all expanded decks; The Ace Spec cards Computer Search and Dowsing Machine are possibly the most expensive Items in the entire game. However, that's because both are extremely splashable and powerful. If you ever consider playing Expanded seriously, it may be on your best interests to save enough value (or money) to trade for both of them. Your decks will be appreciate it.
- Expanded-only tags
- [TAG-TEAM] - Deck's main attacker is a Tag Team-GX Pokémon
- [RULEBOX] - Encompasses everything non-V with a special rule; Pokémon-GX, Pokémon-EX, etc.

- Deck notes: If you have ever played Expanded, you have probably found yourself at odds with this deck. That's because it's cheap, braindead as f*ck to use, and also comes with an annoying ability lock of its own in Garbotoxin and Silent Lab, that also enables Ultra Necrozma to attack from the get-go. This variant is as straight as possible. Wobbuffet counters item and special energy locks, and Trashalanche Garbodor serves as a OHKO tool against Tag Teams and VMAX Pokémon. The rest is consistency, recovery and enablers.

- Deck notes: I hate this deck and the people that play it with my entire soul. It gatekeeps almost every deck using special energy that can't afford to play ability negation while also annoying other decks with a resilient ability lock, making for auto-wins against certain archetypes, and also some wins if the opponent's deck bricks. But it's also one of the easiest decks to play around. Field Blower can get rid of Silent Lab for the turn it matters, evolution mons with abilities don't care about the basic ability lock, and simply playing basic energy is enough to make this deck wimper. One-sided match-ups are everything you will get while playing this.

- Deck notes: There are some versions of this running around that either focus on a more control-heavy aspect or try to counter the prevalent control match-ups in Expanded. This ISN'T one of them. I like to call it TURBO Blissey. Hapu, Juniper and Battle Compressor dump massive numbers of energy for Blissful Blast max value; Hyper Potion, AZ and Cape of Toughness deny your opponent KOs. 2 basic energies prevent Honchkrow-GX from getting an easy win, and the choice of special energies provides consistency, damage and protection against Fighting-types. Pay attention to your damage numbers: with 4 DCE attached you can OHKO almost every Tag-Team Pokemon, while 2 extra energies of any kind give you a OHKO against every VMAX target except Eternatus VMAX.

- Deck notes: I was actually a bit wrong about my previous Volcarona V assesment... the damn thing is a OHKO machine. Almost every VMAX fears the moth. Discard as much Fire energy as possible through a combination of Dedenne-GX, Fiery Flint and Battle Compressor, and use Surging Flames to both recycle it and deal massive damage. Zebstrika ensures you can continuously discard Fire energy and that you can't brick on it, while Stealthy Hood helps against annoying locks like those of Disgusting Pollen Vileplume and Shuckle-GX. It's a very strong and consistent deck; but it has weaknesses. Attack locks and Safeguard effects will take a fat shit over this deck for the most part. And it can't win the prize race against highly damaging single-prize Pokémon like Ultra Necrozma and Mad Party-goers.

- Deck notes: Mad Party is far more competent in expanded - Battle Compressor, VS Seeker, and the combination of Crobat V and Dedenne-GX allows the deck to deal massive damage from turn 1; while assorted attack copying allows it to target relevant meta weaknesses and effectively increase the number of your attackers. Chaotic Swell counters stadiums like Path and Silent Lab. Beware of most control decks in expanded, as these will invariably f*ck over this deck unless you have magical topdecking powers.

- Deck notes: Shadow Hunt copies every attack on your discard; Quaking Punch, Life Squeeze and Lost Purge GX are amazing attacks otherwise stuck on mediocre Pokémon. Hypnotoxic Lasers are a bit expensive, but they are also semi-staples in a lot of expanded decks, so getting a playset of them shouldn't be a problem. Parallel City gets rid of benched Pokémon for Shadow Hunt to copy or just removes gust targets, and Focus Sash allows Marshadow-GX to mostly ignore its frailty.

- Deck notes: Tsareena V has a massive attack potential, somewhat similar to what Volcarona V can achieve. Naganadel & Guzzlord outright end the game as soon as you have 2 prizes left and either a Counter Gain or a free Tapu Koko activation. - Deck notes: This is easily my favorite deck to play. Not only is it cheap, it's also an extremely potent control-based deck. The 120 damage from Max Glide exerts massive pressure on the opponent's beaters, Green's and a bit of consistency get you to your energy and Togekiss VMAX copies, and the rest of the deck is heavily directed towards energy denial, healing and a side of lockdown with Path/Silent Lab. You can even deck-out your opponent through a combination of Lusamine and Team Rocket's Handiwork (obviously after having exhausted their energy with Team Flare Grunt)! You could adapt your build towards more energy denial with Rugged Helmet and Team Skull Grunt, or use cards like Powerful Colorless Energy in more offensively-oriented builds; the magic of Max Glide is that you can run practically anything in your deck as long as it synergizes with Togekiss.

- Deck notes: Here we have a different flavor of attack copying that relies on Dimension Valley in combination with Memories of Dawn Mew in order to pull off attacks like Spit Shot and Revenge Blast without putting a vulnerable V attacker in play and benefitting from a few powerful support cards like Twin Energy and Teammates. Clefairy and Ranger counter Altered Creation; Telescopic Sight fixes math for a few bench KOs.

- Deck notes: I don't feel like this deck is particularly competitive or relevant in this current enviroment -Volcarona V is far more competent in the OHKO department-, but kids love their Charizards. Welder and Volcanion power-up your Reshiram & Charizard, while the rest of the deck ensures that you can actually get to Welder in time. Heatran-GX helps moving energy away from damaged ReshiZards, and the rest is consistency, with Mewtwo Tag Team copying a few attacks and hitting additional weaknesses.

- Deck notes: A combination of Oranguru and Magcargo ensure that Eruption Shot always hits an energy, with each subsequent attack making Coalossal VMAX stronger and bulkier. Buff Padding and Acerola help with additional prize denial, while Path to the Peak slows down a number of relevant decks. There is not much else to say about this deck: it's linear, but effective. I guess you could try to play with the special energy choices, but the only one that helps you is Weakness Guard, which is easily countered by most Grass decks.

- ****** Deck List Generated by the Pokémon TCG Online www.pokemon.com/TCGO ******
- Deck notes: Raticate is based entirely into tipping the prize race on its favour with the combination of Super Fang and Hypnotoxic Laser. Everything in the deck is searchable by Level Ball, making the deck extra consistent; while Rattata's Mischievous Fang gets rid of tools like Big Parasol and Metal Goggles. The deck is simple, but there's room for customization; abilities like those of Duraludon VMAX, Aegislash-EX, Cobalion-GX, etc., take a fat shit over Super Fang, so Path to the Peak is helpful against them. AOR Ariados functions as a consistent poison spreader, and Raticate is so frail that the poison damage likely won't matter when it gets KO'd next turn. BKP Raticate used to combo with Ariados thanks to the Antibodies ability and then evolving to Raticate Break, while using Double Colorless Energy, but Triple Acceleration Energy made all these combo pieces obsolete.

- Deck notes: I present to you, what's most likely the most annoying and competitive version of control in the Expanded format: Rowleggs ft. Vileplume and Decidueye. You have access to item denial, damage negation against rulebox targets and all basics in format, and even continuous healing in the form of Vileplume-GX. A varied collection of supporters accomplish what the deck needs under item lock; recycling (Klara, Lusamine, Cynthia & Caitlin), consistency (Sonia, Guzma & Hala), damage denial (AZ, Acerola), energy denial (Plumeria, Team Skull & Team Flare Grunt), and it's all aided by the powerful lock of Path to the Peak and Silent Lab. The deck is extremely effective, but it needs a skilled pilot that knows how to time supporter activations and when to prioritize evolving Decidueye or a different Vileplume. Just be prepared for long grudge matches down to the very last prize with this deck.
