It is a flagrant attempt at taking advantage of the softness that we may hold, to protect and to defend.

Seizure of land is ill-defined. They prostrate to us to hold the capability to build their forces back up once more. Arbiter Kimiko lost in this war, and she fears to lose again. As someone who actually fought on the borders of Valmasian land, I can personally tell you that their Oscuri, Neries, and their foot soldiers have no intention of seeing the Emperor's light. We allow Neries to stand in on announcements pertinent to our people. We treat them as esteemed guests. They are just as Azraelite as the rest.

Before, I thought that Sui Yun was corrupt in her ways, only hoping to see a political rise for herself in an already unsteady, uneasy land. I was wrong, and she is right. For that, I must apologize.

My Liege, I know that this will take due time to reach you and the council, but this is still as urgent as ever. Unless we wish to face extermination in the rise of Valmasia once more as they turn their guns toward us, we must act.
