Wushei didn't need to wait; he managed to find the man resting in the desert town this was probably the only chance he'd be able to catch the man alone without people being able to interfere with his plan. He didn't need anyone to follow him on his act of vengeance or attempt to talk him out of seeing the fight to the very end.

Perhaps he was going a bit insane, but you couldn't go far in this world waiting for the next man to make a move; Wushei has been sitting around long enough. If nobody was actively working to avenge Chla then he'd take that role himself even if the odds weren't in his favor.
