  33. Mr Deputy Speaker,
  34.
  35. The Welsh and Scottish Gaelic Language Television (Enhancement) Act is another stain upon the record of this place. The guidelines of the Act are arbitrary and overbearing. For example, subsection 2(1) states 'S4C and BBC Alba shall be mainly broadcast in HD, at least 60% of its programmes from 4pm until 12 (midnight) must be in HD' and subsection 2(4) states '5% of the BBC dramas shall be filmed in both Welsh and English, but they shall be shown first in Welsh on S4C.' Mr Deputy Speaker, we must ask why? The Act assumes the micromanagement of broadcasting with regulation that has no value. Yet it is my belief the finer details of broadcasting are best left to the production of the channels themselves. Moreover, the promotion of languages is best left to the assemblies and parliaments of Scotland, Wales and Northern Ireland. It is in the interests of removing the red tape of bureaucracy that I commend this Bill to the House.
