  1. Spinesreach-Sciomancers Alliance
  2.  
  3. The articles of alliance set forth within this document shall provide
  4. equal terms to both that of the three (3) guilds residing in Spinesreach
  5. (Archivist, Sciomancer, Syssin) and the Republic of Spinesreach. None
  6. shall be held to conditions not explicitly stated within this treaty
  7. unless the document should be revised and ratified at another time out
  8. of necessity.

  11. -| Section 1 - Mutual Respect of Laws|----------------------------
  12. -------------------------------------
  13.  
  14. All guilds and Spinesreach will respect and uphold the other's laws and
  15. endeavour to prevent their members from breaking them. Neither shall
  16. their members become enemies of the city or guild.
  17.  
  18. a. If a member is fined or enemied, the leaders of either
  19. organization will ensure they pay their fine on time or
  20. deal with it appropriately.
  21.  
  22. b. Leaders of each guild and the Republic may petition for a
  23. review or trial to refute an enemy status on the enemied
  24. member's behalf.
  25.  
  26. c. At no point in time will any of these offenses, personal or
  27. otherwise interfere with the business and relations of the
  28. organizational entities.
  29.  
  30. d. The Republic agrees to grant the status of law-protected
  31. guest to any non-Spirean member of one of the three
  32. residing guilds inside the city limits of Spinesreach. This
  33. status may be removed if said guild member acts against
  34. Spirean interests or breaks Spirean law.
  35.  
  36. e. Spinesreach acknowledges that each individual guilds law
  37. is the absolute authority within the confines of their
  38. own guildhall property. This includes punishment meted out
  39. to members or unwanted intruders, within the guildhall
  40. property.
  41.  
  42. i. In times of necessity, this extends outside the
  43. boundaries of the guildhall, but will require sanction
  44. from guild leadership, and immediate contact with city
  45. officials.
  46.  
  47. f. Guilds maintain the right to punish members according to
  48. their individual laws. This includes subjecting members to
  49. trial, punishment, and even death.
  50.  
  51. g. All guilds agree to refuse assistance to enemies of the
  52. city of Spinesreach committing acts against the city.
  53. h. For the benefit of the city, information gained by the
  54. individual guilds regarding matters that can improve the
  55. city's security, stability, and prosperity as a whole
  56. should be readily shared in order to promote cooperation.
  57.  
  58. i. Guild leaders are to be held accountable for the actions of
  59. their guilds and consequences thereof. This does not extend
  60. to the actions of individual members, but only to actions
  61. permitted by guild leadership
  62.

  64. -|Section 2- Impact of Enemy Status on Induction to City or Guild|

  67. No organization will induct new members holding current enemy status to
  68. any of the residing organizations.
  69.  
  70. a. If any inductee attempts to lie or hide enemy status, they
  71. will be removed immediately when discovered.
  72.  
  73. b. Only with a full council vote, may Spinesreach induct an
  74. enemy to any of the individual guilds. Appeals can be made
  75. to the Senate by the guildmaster of any residing guild only
  76. once.

  78. c. Should a member of the Sciomancer guild become an enemy to
  79. the city, as some members of the guild reside within the
  80. confines of Bloodloch, it will not be deemed raiding for
  81. them to enter the Sciomancer guildhall as long as they do
  82. not cut through the city to get there.

  85. -| Section 3 - Property Rights & Security|------------------------

  88. All guild properties (guildhalls) will remain under absolute authority
  89. of its own, allowing leadership to punish members or intruders
  90. accordingly on their property.
  91.  
  92. a. Any trespassers can and will be subject to guild and
  93. Spirean law. Only if requested or utterly necessary in the
  94. event of a raid will Spirean government be allowed to enter
  95. for defensive purposes.
  96.  
  97. b. The guilds will never willingly allow the use of their
  98. property as a base for aggressive attacks on citizens. This
  99. will result in outguilding of said individual and
  100. persecution.
  101.  
  102. c. Spireans seeking to enter any guildhall to attack their
  103. members are subject to the targeted guild's law and any
  104. unprovoked attacks will result in ejection and enemy status
  105. to Spinesreach for a minimum of five years.

  108. -| Section 4 - Mutual Protection and Defense|---------------------

  110.  
  111. a. The guilds agree to help protect the security and defend
  112. the city of Spinesreach and its territories from any kind
  113. of attack. This would include any act of war, raiding,
  114. bounties, etc. Furthermore, guilds agree to not use their
  115. individual guildhalls as a base for aggressive attack on
  116. citizens of Spinesreach. Spinesreach in return, will
  117. provide protection to each of the guilds and their
  118. members residing within its walls.
  119.  
  120. b. All organizations will refuse assistance to the other's
  121. enemies in committing acts against the other.
  122.  
  123. i. In the event of a member branded an enemy by one,
  124. refer to Sections 1(a) and 1(b).

  127. -| Section 5 - Individual Guild Skill Rights|---------------------

  129.  
  130. a. All Syssin have the right to go about their business in
  131. Spinesreach while phased.
  132.  
  133. i. Exceptions are made for malicious intent and spying or
  134. infiltrating private property without due reason or
  135. cause. Such individuals may have their City phasing
  136. rights retracted.
  137.  
  138. ii. In turn, the Syssin will provide security and support to
  139. the Spirean Warden's office by use of their phasing
  140. abilities to provide checks if requested.
  141.  
  142. b. Given the nature of the Shadow energies used by
  143. Sciomancers, they will be granted extra leniency should
  144. experimentation and practice of them lead to unforeseen
  145. results within the city.
  146.  
  147. i. The above does not cover acts intended to bring harm to
  148. the city or its citizens, and accidental deaths
  149. resulting from practicing with Shadow energies allows
  150. the victim to request satisfactory restitution.
  151.  
  152. c. Given the nature of the work done by the Archivium they
  153. will be granted extra leniency should any of their
  154. experiments lead to unforeseen results within the city
  155. limits.
  156.  
  157. i. The above does not cover malicious forethought or
  158. reckless endangerment should any of their experiments be
  159. performed with the express intent of bringing harm to
  160. the city or its citizens.

  164. -| Section 6 - Guild Representative|------------------------------

  166.  
  167. a. Each guild is entitled to name a guild representative for
  168. the city council. This representative will hold a spot in
  169. the city's government clan, have an office in the
  170. Government's Spire and will be a voice on behalf of their
  171. respective guild.

  175. -| Section 7 - Inclusion in City Events and Benefits|-------------

  177.  
  178. a. The Republic will include all guilds in any contests,
  179. promotions, activities or events that are based on guild
  180. participation.
  181.  
  182. b. Each guild may make bulk purchases of commodities from the
  183. Spirean Quartermaster General, at a 10% discount, subject
  184. to availability.
  185.  
  186. i. Guilds may request a larger percentage for bulk
  187. purchases providing commodity availability and pending a
  188. majority council vote.
  189.  
  190. c. Annually, the Ministry of Culture may request a sum of gold
  191. and/or credits from the guilds to fund city-run events, to
  192. be capped at 75 credits and no more than ten percent of an
  193. individual guild's account value per guild so as not to
  194. place undue financial stress on guilds with limited income
  195. and/or activity. If a guild is unable to safely afford the
  196. sum sought they may approach the Senate for a different way
  197. to assist.

  201. -| Section 8 - Mutual Protection of Information|------------------

  203.  
  204. a. Each guild is entitled to the protection of information
  205. relevant to the safety, well being, and continued operations
  206. of their respective organizations.
  207.  
  208. b. No guild or guild member will seek to gain, through means
  209. of subterfuge and without approval of its respective leaders,
  210. information that is considered private or protected.
  211.  
  212. i. Information deemed sensitive or private in nature by its
  213. respective guild is hereby controlled by the respective
  214. guild master or mistress.
  215.  
  216. ii. The publishing of documents bearing information that is
  217. considered private or sensitive should bear the approval
  218. of the respective guild master or mistress.
  219.  
  220. c. Conflicts upon the decision to protect or privatize specific
  221. information should be mediated by no less than (1)
  222. representative of an uninvolved organization signed on to
  223. this treaty.
  224.  
  225. i. Should no such individual or individuals be found, an
  226. inquiry should be made by the full Senate, whereupon the
  227. decision to protect or privatize information will be voted
  228. on and solidified by a majority vote.

  231. -| Section 9 - Treaty Alterations|--------------------------------

  233. Any exceptions made to the above noted articles and clauses will have to
  234. be approved by a majority vote of leadership from the opposite
  235. organization. Failure to comply to the above noted
  236. articles and clauses is inexcusable and may be taken as reason to void
  237. this treaty agreement. If found in violation one organization may impose
  238. a fine of up to fifty thousand sovereigns upon the other.

  244. We, the appointed leaders, who sign this agreement, choose to renew our
  245. oath, pledging both city and guild to support each other according to
  246. the terms laid out in this treaty.
