- Spinesreach-Sciomancers Alliance
- The articles of alliance set forth within this document shall provide
- equal terms to both that of the three (3) guilds residing in Spinesreach
- (Archivist, Sciomancer, Syssin) and the Republic of Spinesreach. None
- shall be held to conditions not explicitly stated within this treaty
- unless the document should be revised and ratified at another time out
- of necessity.

- -| Section 1 - Mutual Respect of Laws|----------------------------
- -------------------------------------
- All guilds and Spinesreach will respect and uphold the other's laws and
- endeavour to prevent their members from breaking them. Neither shall
- their members become enemies of the city or guild.
- a. If a member is fined or enemied, the leaders of either
- organization will ensure they pay their fine on time or
- deal with it appropriately.
- b. Leaders of each guild and the Republic may petition for a
- review or trial to refute an enemy status on the enemied
- member's behalf.
- c. At no point in time will any of these offenses, personal or
- otherwise interfere with the business and relations of the
- organizational entities.
- d. The Republic agrees to grant the status of law-protected
- guest to any non-Spirean member of one of the three
- residing guilds inside the city limits of Spinesreach. This
- status may be removed if said guild member acts against
- Spirean interests or breaks Spirean law.
- e. Spinesreach acknowledges that each individual guilds law
- is the absolute authority within the confines of their
- own guildhall property. This includes punishment meted out
- to members or unwanted intruders, within the guildhall
- property.
- i. In times of necessity, this extends outside the
- boundaries of the guildhall, but will require sanction
- from guild leadership, and immediate contact with city
- officials.
- f. Guilds maintain the right to punish members according to
- their individual laws. This includes subjecting members to
- trial, punishment, and even death.
- g. All guilds agree to refuse assistance to enemies of the
- city of Spinesreach committing acts against the city.
- h. For the benefit of the city, information gained by the
- individual guilds regarding matters that can improve the
- city's security, stability, and prosperity as a whole
- should be readily shared in order to promote cooperation.
- i. Guild leaders are to be held accountable for the actions of
- their guilds and consequences thereof. This does not extend
- to the actions of individual members, but only to actions
- permitted by guild leadership

- -|Section 2- Impact of Enemy Status on Induction to City or Guild|
- -----------------------------------------------------------------
- No organization will induct new members holding current enemy status to
- any of the residing organizations.
- a. If any inductee attempts to lie or hide enemy status, they
- will be removed immediately when discovered.
- b. Only with a full council vote, may Spinesreach induct an
- enemy to any of the individual guilds. Appeals can be made
- to the Senate by the guildmaster of any residing guild only
- once.
- c. Should a member of the Sciomancer guild become an enemy to
- the city, as some members of the guild reside within the
- confines of Bloodloch, it will not be deemed raiding for
- them to enter the Sciomancer guildhall as long as they do
- not cut through the city to get there.

- -| Section 3 - Property Rights & Security|------------------------
- -----------------------------------------
- All guild properties (guildhalls) will remain under absolute authority
- of its own, allowing leadership to punish members or intruders
- accordingly on their property.
- a. Any trespassers can and will be subject to guild and
- Spirean law. Only if requested or utterly necessary in the
- event of a raid will Spirean government be allowed to enter
- for defensive purposes.
- b. The guilds will never willingly allow the use of their
- property as a base for aggressive attacks on citizens. This
- will result in outguilding of said individual and
- persecution.
- c. Spireans seeking to enter any guildhall to attack their
- members are subject to the targeted guild's law and any
- unprovoked attacks will result in ejection and enemy status
- to Spinesreach for a minimum of five years.

- -| Section 4 - Mutual Protection and Defense|---------------------

- a. The guilds agree to help protect the security and defend
- the city of Spinesreach and its territories from any kind
- of attack. This would include any act of war, raiding,
- bounties, etc. Furthermore, guilds agree to not use their
- individual guildhalls as a base for aggressive attack on
- citizens of Spinesreach. Spinesreach in return, will
- provide protection to each of the guilds and their
- members residing within its walls.
- b. All organizations will refuse assistance to the other's
- enemies in committing acts against the other.
- i. In the event of a member branded an enemy by one,
- refer to Sections 1(a) and 1(b).

- -| Section 5 - Individual Guild Skill Rights|---------------------
- --------------------------------------------
- a. All Syssin have the right to go about their business in
- Spinesreach while phased.
- i. Exceptions are made for malicious intent and spying or
- infiltrating private property without due reason or
- cause. Such individuals may have their City phasing
- rights retracted.
- ii. In turn, the Syssin will provide security and support to
- the Spirean Warden's office by use of their phasing
- abilities to provide checks if requested.
- b. Given the nature of the Shadow energies used by
- Sciomancers, they will be granted extra leniency should
- experimentation and practice of them lead to unforeseen
- results within the city.
- i. The above does not cover acts intended to bring harm to
- the city or its citizens, and accidental deaths
- resulting from practicing with Shadow energies allows
- the victim to request satisfactory restitution.
- c. Given the nature of the work done by the Archivium they
- will be granted extra leniency should any of their
- experiments lead to unforeseen results within the city
- limits.
- i. The above does not cover malicious forethought or
- reckless endangerment should any of their experiments be
- performed with the express intent of bringing harm to
- the city or its citizens.

- -| Section 6 - Guild Representative|------------------------------

- a. Each guild is entitled to name a guild representative for
- the city council. This representative will hold a spot in
- the city's government clan, have an office in the
- Government's Spire and will be a voice on behalf of their
- respective guild.

- -| Section 7 - Inclusion in City Events and Benefits|-------------
- ----------------------------------------------------
- a. The Republic will include all guilds in any contests,
- promotions, activities or events that are based on guild
- participation.
- b. Each guild may make bulk purchases of commodities from the
- Spirean Quartermaster General, at a 10% discount, subject
- to availability.
- i. Guilds may request a larger percentage for bulk
- purchases providing commodity availability and pending a
- majority council vote.
- c. Annually, the Ministry of Culture may request a sum of gold
- and/or credits from the guilds to fund city-run events, to
- be capped at 75 credits and no more than ten percent of an
- individual guild's account value per guild so as not to
- place undue financial stress on guilds with limited income
- and/or activity. If a guild is unable to safely afford the
- sum sought they may approach the Senate for a different way
- to assist.

- -| Section 8 - Mutual Protection of Information|------------------

- a. Each guild is entitled to the protection of information
- relevant to the safety, well being, and continued operations
- of their respective organizations.
- b. No guild or guild member will seek to gain, through means
- of subterfuge and without approval of its respective leaders,
- information that is considered private or protected.
- i. Information deemed sensitive or private in nature by its
- respective guild is hereby controlled by the respective
- guild master or mistress.
- ii. The publishing of documents bearing information that is
- considered private or sensitive should bear the approval
- of the respective guild master or mistress.
- c. Conflicts upon the decision to protect or privatize specific
- information should be mediated by no less than (1)
- representative of an uninvolved organization signed on to
- this treaty.
- i. Should no such individual or individuals be found, an
- inquiry should be made by the full Senate, whereupon the
- decision to protect or privatize information will be voted
- on and solidified by a majority vote.

- -| Section 9 - Treaty Alterations|--------------------------------
- ---------------------------------
- Any exceptions made to the above noted articles and clauses will have to
- be approved by a majority vote of leadership from the opposite
- organization. Failure to comply to the above noted
- articles and clauses is inexcusable and may be taken as reason to void
- this treaty agreement. If found in violation one organization may impose
- a fine of up to fifty thousand sovereigns upon the other.

- We, the appointed leaders, who sign this agreement, choose to renew our
- oath, pledging both city and guild to support each other according to
- the terms laid out in this treaty.
