couldn't tell everything
There's some sort of header and a footer. i couldn't figure out the exact structure of it. The actual values appear to be in the form of a byte of hexadecimal value and are store backwards?
What i do know is that there is a 46 character header, a 3 character footer and exactly 1960 offsets between any two jobs.

86 - Job ID (00 Merchant)
173 - Character in OCTOPATH order (02 tressa)

309-315 - Weapon Proficiencies (offset is off, changing these all to 1 for a positive boolean value only got me 5 weapons)
519-838 - Stat Changes

1027-1517 - Job Id's Merchant (spaces 70 apart)
1673-1883 - Passive Id's merchant (spaced 70 apart)

Passives are fucky because for whatever reason, the offsets increase by 4 after thief.

1973-1993 - Jp requirement to level
