Rules Update to Kaizo Ironmon

DISCLAIMER: Basically all of these need to be playtested. If you are reading this and I am currently streaming, chances are we will only apply #1-4 and 6. Nerfing setup feels very healthy for the game, and adding counterplay to a move like Perish Song also feels very healthy. It does involve using your HM friend for your own needs, but we see this plenty in double battles while they are alive (they can transform into it, he can tank hits for your main poke, etc.).

1. It is now not allowed to use a stat-boosting move more than once per fight. We consider a stat-boosting move the following: Agility, Amnesia, Belly Drum, Bulk Up, Calm Mind, Cosmic Power, Curse, Dragon Dance, Double Team, Growth, Harden, Howl, Meditate, Minimize, Sharpen, Swords Dance, Tail Glow,
2. Switching out when under the effects of Perish Song is now allowed while facing a Pokémon Trainer. If your opponent uses Perish Song, you are allowed to switch out into your HM Friend and then switch back into your main Pokémon immediately. If your HM Slave gets trapped by the likes of Bind, Wrap, Mean Look, etc., you must throw any kind of Poké Ball at your opponent's Pokémon until your HM Friend dies.
3. You can now teach any TM you find, but you can only teach one per Pokémon, with the exception of your HM friend, which can't be taught any TM at all. This includes non-gym TMs.
4. You will not be able to bring your HM Friend into battle if has one of the following abilities: Drizzle, Drought, Intimidate, Sand Stream, Trace, Truant. (More might be added. This needs revision, as many of these).
5. The minimum BST allowed for a Pokémon with Huge/Pure power to be illegal has been increased from 399 to 450. (Needs testing).
6. It is now allowed to cancel evolutions as many times as you want.
7. Using healing moves to scout wild Pokémon is now allowed. (Wording is important here, we need to come up with wording that does not allow for the exploiting of this rule. It may get ruled out anyway due to it being too exploitable?).
