Toxicity - A Witcher-like Toxicity System

<Purpose>
- This mod is really nice, here's why : In order to try and mitigate the 'Potion Hoarding' problem, I'm using another mod that spans the duration of full potion effect to something like 10 seconds, while this prevent the player from going from 10HP to 350HP in 5 seconds with 5 potions, that mod will allow you to have the effect but on two side effects, first you will have to keep dodging the enemy while you're drinking potions + it will take more than 5 seconds, like 60 seconds, but after all the result is still the same, it just made 'Potion Hoarding' a bit more of a nuisance but it didn't solve it! This mod however, prevents you from say drinking 5 potions in 60 seconds once for all, this mod adds a toxicity level which prevents the player from drinking too much potions in a short amount of time. This will have 2 benefits for gameplay, it will give the 'Cure Poison' potion a lot more importance, with this mod, I will need to always have a bunch of those, and secondly, it mitigates the problem further by having to drink the 'Cure Poison' in battle as well, and might lead you to even abandon the battle if you run out of 'Cure Poison' or Health potions, while without this mod, as long as you have enough Health potions and can dodge enemy attacks, you won't die!

- In MCM Settings, change the follwoing settings :
    * Activate Toxicity
    * Global Toxicity Modifier -1.300 => 0.050
    * Chance to trip on Overdose 30% - triping in a fight is fatal, and I need to make it more fatal so that I make sure not to overdose.
