  14. A RESOLUTION OF THE [GOVERNING BODY] DECLARING THE CITY OF
  15. OROVILLE TO BE A CONSTITUTIONAL REPUBLIC [COUNTY/CITY]
  16.  
  17. WHEREAS, the Constitution of the United States protects our rights, endowed by our
  18. creator, as well as guarantees liberties to American citizens, including the establishment
  19. of justice, the promotion of the general welfare and securing the blessings of liberty; and
  20.  
  21. WHEREAS, the Constitution espouses many principles upon which the United States is
  22. founded, namely the separation of powers, individual rights, and the rule of law; and
  23.  
  24. WHEREAS, the Constitution of the State of ____ provides that all people are by
  25. nature free and independent and have inalienable rights, including enjoying and
  26. defending life and liberty, acquiring, possessing, and protecting property, and pursuing
  27. and obtaining safety, happiness, and privacy; and
  28.  
  29. WHEREAS, John Adams, the second president of the United States, wrote, “the very
  30. definition of a Republic, is ‘an Empire of Laws, and not of men.’ That, as a Republic is
  31. the best of governments, so that particular arrangement of the powers of society, or in
  32. other words that form of government, which is best contrived to secure an impartial and
  33. exact execution of the laws, is the best of Republics;” and
  34.  
  35. WHEREAS, as Governor of the State of Oregon, Governor Kate Brown increased protections
  36. for illegal aliens by signing House Bill 3265 “Sanctuary Promise Act,”refusing to follow
  37. or enforce federal immigration laws; and
  38.  
  39. WHEREAS, as Governor [name] of the State of Oregon, Governor Kate Brown has abused
  40. unbridled power and unchecked authority over the daily affairs of the citizens of the
  41. State of Oregon; and
  42.  
  43. WHEREAS, during the coronavirus pandemic, Governor Kate Brown has issued a
  44. record number of executive orders, despite the fact that the declaration of emergency
  45. should have been rescinded many months ago; and
  46.  
  47. WHEREAS, at least one court of competent jurisdiction has ruled that the Governor Kate Brown has
  48. exceeded her authority in issuing the executive orders; and
  49.  
  50. WHEREAS, the members of the [GOVERNING BODY] of the [COUNTY/CITY] believe in the
  51. separation of powers, individual rights, and the rule of law as outlined in the United
  52. States Constitution, including the freedom for local government to have local control
  53. over issues related to the citizens who reside within the [COUNTY/CITY] jurisdictional boundaries.

  55. NOW, THEREFORE, BE IT HEREBY RESOLVED by the [GOVERNING BODY] that the
  56. [COUNTY/CITY] is declared to be a Constitutional Republic City.
  57. BE IT FURTHER RESOLVED by the [GOVERNING BODY] that any executive orders
  58. issued by the State of Oregon or by the United States federal government that are
  59. overreaching or clearly violate our constitutionally protected rights will not be enforced
  60. by the [COUNTY/CITY] against its citizens.
