Basic Ability: The Stand can manipulate weather and large scale natural phenomena. The larger the phenomena, the less fine control it has. Moreover, it is a stretchy Stand like Enya's which can reach up, catch weather and retain it in a spherical forcefield which it stores inside itself. The Stand can store as many of these spheres as it wants indefinitely. At the Stand user's command, it can project these phenomenas as miniaturised versions which retain the same kinetic energy and temperature as the moment of capture. The limit of weather which the Stand can capture is limited to whether the Stand user can survive the weather the Stand is physically bundling up into a sphere. Finally, as the Stand user improves the quality of friendship bonds with others or makes new ones, the Stand makes you more durable when capturing weather, captures weather faster, manipulates it with finer control and creates an surge of spiritual energy around projected weather

Awakened: The Stand user can impose weather-like movements of kinetic energy on other substances? Like lightning bolts made of steel, hurricanes of pumpkins, geysers of brick mortar etc. With intense training, it may be possible to also create aspects of the natural world on any phenomena the Stand manipulates-and even animate-them to improve the Stand's offensive capabilities e.g. sharknados with sharks made of water

Requiem
The Stand user's body dissolves into water that seeps into the Stand itself. The user's consciousness now inhabits the Stand. The Stand may freely cause itself to become compromised of any weather phenomena it can manipulate, but not any weather phenomena it has stored unless it unleashes them first then bonds with it. In this state both Stand and User are much more durable, as the Stand is comprised of an element and cannot feel main or suffer significant internal damage in the case of bonding with air. With intense training, it may be possible to greatly expand the Stand and User's size by bonding with natural phenomena while expanding to take on its scale, and also by incorporating multiple phenomena into the Stand itself.
