  385. The office of Sen. Mary L. Landrieu, D-La., issued the following news release:

  387. The United States Senate, with the support of Senator Mary L. Landrieu, D-La., today confirmed Gov. Kathleen Sebelius, D-Kan., as Secretary of the U.S. Department of Health and Human Services (HHS) by a vote of 65-31. Prior to becoming a popular Democratic Governor in a largely Republican state, Sebelius served eight years as her state's insurance commissioner.

  389. "President Obama is determined to find a solution to America's health care crisis, so that every American has health coverage," Sen. Landrieu said. "One of the first steps to finding a solution to this crisis is to find a leader who has a solid record of devising solutions by working across party lines and with diverse groups. I believe that leader is Gov. Sebelius. She clearly has the experience to fill the role of Secretary of Health and Human Services ably.

  391. "We need someone that takes a practical approach to governing, and who will deliver for the American people. We need a health care system that Americans can depend on, that Americans can afford, and that promotes risk taking and entrepreneurship. At this difficult time in America's history, we need to have a 'position filled' sign on the door of the Secretary of Health and Human Services, not a vacancy sign."

  393. Gov. Sebelius brings a wealth of experience to the job, including a proven record of increasing support and resources dedicated to adoptions and foster care. Her accomplishments include:

  395. * increasing Kansas' adoption support from $17,566,288 in 2003 to a projected $23,279,623 in 2008;
  396.  
  397. * supporting and signing legislation in 2006 to double the adoption tax credit. In 2004, under the Sebelius administration, 306 families received adoption tax credits in Kansas totaling $328,005; and
  398.  
  399. * supporting and signing a bill in 2008 that expanded the pool of people eligible to conduct adoption home assessments by adding the following professions: licensed clinical marriage and family therapist; licensed marriage and family therapist; licensed clinical professional counselor; licensed professional counselor; licensed psychologist; licensed masters level psychologist; licensed clinical psychotherapist; and licensed child-placing agency.

  401. "I know of Governor Sebelius' passion for foster care, for orphans and for adoption," Sen. Landrieu said. "I think she will be a wonderful advocate and partner in fighting to keep the adoption tax credit in place. I also believe she will help Senator Grassley and me reform the financing mechanism for our country's foster care system so that the money does not fund the system, but supports children."
