- TOXSPACE ADMINISTRATIVE REGULATIONS.
- Note: Certain regulations have been suspended by decision of November 30, 2019. These are indicated in the "Summary" and in the main text by {curly brackets}.
- SUMMARY.
- 1. These are all the local rules.
- 2. All the "editions" of Toxspace are subject to these rules.
- 3. If a federal rule is different from a local rule, follow the federal rule.
- 4. The Board of Administration consists of everyone who holds any power in Toxspace.
- {5. It meets the first weekend of every month.}
- {6. It has a set agenda for its meetings.}
- 7. No one can represent Toxspace to other bodies unless authorized by it.
- 8. The founder reserves certain powers over Toxspace.
- 9. He can veto decisions.
- 10. They can be overridden by 3/4 of the Board.
- 11. He can delay them by up to a week. These can't be overridden.
- 12. If a veto isn't overridden for two weeks, the decision must be remade over again.
- 13. He must enforce these decisions once they come into effect even if he disagrees.
- 14. It is forbidden--
- To harass someone because of religious membership or belief.
- To lie about someone to get them transgressed.
- To violate the federal charter.
- To attempt to hack, doxx, or DDOS any user or member of SSN.
- 15. The punishments if you do so are, from most to least severe--
- Banishment: you are removed.
- Quieting: you cannot speak in Toxspace.
- Infraction: these two punishments for less than 24 hours, or a warning.
- 16. You may petition the Board to--
- Review a punishment, if you were the victim of it, it hasn't been dealt with before, AND it is not an infraction;
- {Review a decision to let someone who has been restricted or quieted federally into Toxspace, if you were the victim of the offense that led to this, AND it hasn't been dealt with before.}
- {17. Once the Board has decided it, the matter is closed, UNLESS you argue that the rule under which it was decided is against the federal charter, in which case you may appeal to the SSN Council.}
- {18. The person who punished you or admitted the person you are complaining out can respond to the petition. Both sides can bring evidence, examine their own witnesses, and cross-examine the other side's.}
- GENERAL.
- 1. These regulations constitute all the local rules, within the meaning of the federal charter, of Toxspace.
- 2. Toxspace is defined as:
- (1) #toxspace on Rizon;
- (2) the "toxspace" stream in #general in Miniwachat;
- (3) Toxspace Matrix Edition (#toxspace:miniwa.space) on Miniwatrix;
- (4) Toxspace Discord Edition in its entirety; and
- (5) any other part of SSN, bridged, within the meaning of the federal charter, to the above four channels, whose owner may consent to have included within Toxspace.
- 3. If any provision of the federal charter conflicts with one of these regulations, the one of the charter takes precedence in all cases.
- BOARD OF ADMINISTRATION.
- 4. Any person appointed to the following positions, and to any position that could be reasonably construed as a position of authority within the meaning of the federal charter on any part of Toxspace not hereinafter enumerated, is a member of the Board of Administration:
- (1) Owner, super-operator, operator, or half-operator on #toxspace;
- (2) Administrator in Miniwachat;
- (3) Administrator or moderator on Toxspace Matrix Edition; and/or
- (4) Administrator or moderator in Toxspace Discord Edition.
- Provided, however, that if a person is a member of the Board by virtue of holding two or more different positions, then they may appoint other users of Toxspace to fill these extra seats on the Board.
- {5. The Board of Administration meets from noon on the first Saturday to noon on the following day of every month, both times UTC, unless sooner adjourned by approval of all its members.}
- {6. The agenda for all meetings is, in this order:
- (1) The list of banned users;
- (2) The list of people who should not be banned without the approval of the Board;
- (3) Issues of security and defense;
- (4) Recent events; situations that might require the future redress of the Board;
- (5) Any matter which may be added by any member of the Board.}
- 7. The Board and those authorized by it are the sole representatives of Toxspace in all federal and foreign affairs.
- EXECUTIVE.
- 8. The founder of Toxspace retains certain reserve powers over it, subject to these regulations.
- 9. He is permitted to veto any decision of the Board.
- 10. Such a veto may be overridden by three-quarters of the Board.
- 11. He is also allowed to delay the coming into effect of any decision by up to a week after its passage. This delay cannot be overridden.
- 12. If two weeks have passed since a veto was issued, and it has not been overridden, the veto stands and the decision vetoed must be repassed.
- 13. He is responsible for executing and directing the execution of these regulations and the federal charter, irrespective of his personal opinions upon them.
- OFFENSES, PENALTIES, AND PROCEDURES.
- 14. It is forbidden to--
- (1) commit any act within Toxspace which, had it been done in a bridged channel, would be against the federal charter;
- (2) within Toxspace, harass, disturb, molest, or annoy any user of Toxspace on the basis of their belief in the tenets of or membership in any organization which proclaims the truth of any matter which cannot be proved by modern science;
- (3) malign, slander, libel, lie about, or otherwise transmit false information about any user of Toxspace for the purpose of obtaining the transgression or unregistration from the TSUKI Project of that user, anywhere; and
- (4) attempt to violate offense (1) of the federal charter, anywhere.
- 15. The following punishments, and no others, are available for these acts:
- Banishment - for serious and repeat offenders, consisting of removal from and prohibition of access to Toxspace.
- Quieting - for minor offenders, consisting of prohibition to speak in any bridged channel. A person subject to quieting is still free to join any other member of SSN, subject to the discretion of the users of that member in a position of authority over it.
- Infraction - for acts inconsistent with a healthy community but which are not malicious in their nature. May consist of the two above actions imposed for not more than twenty-four hours, or a warning. An infraction does not deprive its subject of any rights as a user.
- 16. The Board of Administration may be petitioned to reverse the following official acts:
- (1) A punishment issued under regulation 15, even if the punishment has expired, but not if the punishment was an infraction, or if the matter has already been decided--by the subject of the punishment; and
- {(2) A decision to admit any user into Toxspace who has been quieted or restricted elsewhere on SSN pursuant to the federal charter--by the victim of the offense, if the offense admits of one, despite which the user was admitted.}
- {17. A decision by the Board is final, unless the rule under which it was made is contended to be inconsistent with the federal charter, in which case appeal is to the Federal Council of SSN.}
- {18. The person who made the decision or imposed the punishment which is now appealed from is allowed to file a response to the petition; both the response and the petition may contain evidence necessary to support the claims made in them; both have the right to cross-examine any witnesses the other side may bring.}
