- Description: Williams, a serial child rapist and registered sex offender, kidnapped Rickie Ann from her home the night of April 10th and raped her, before murdering her and dumping her body along a freeway offramp. He was connected to the crime in 2003, when DNA from the crime scene was matched to a sample taken from him when he was paroled in 1998 after serving 12 years of a 17 year sentence for raping a woman and her 6-year-old daughter in 1986.
