Immediately invest to Lv2 PR for Wazuoka, then send all scouts to Sakura
Take credits chests in Sakura
Take credits chest in Planepark

Lastation
Once you reach Lastation 1, savescum until Neplunker or 2+ scouts is discovered (can delay to 2. visit if really good RNG neptune story)

[Avoid using DPAD for overworld after getting your first optional dungeon]
Withdraw Dengekiko and send her to Westwind, send any new scouts to Planeptune dungeons if Neplunker not found
Party menu, combo for uni
True end strats/menus/item pickups (can buy ~5 Life Fragments instead of 2 to make K-Sha 2 less insane, though)
Second scout check before or after K-Sha 2. Same objectives. (if you already have Neplunker, consider taking outcomes with a lot of money too)
Send any new scouts to WWV and move on.

Lowee
SHOP after P2P: 11 Healing Grass, 2 Life Frags, 1 Eject
After Revile Wyrm, re-enter, get Green Light Disc, eject
Use Nep Bull C on the wave fights if it will bail you out of a birds death, don't bother vs the fenrir
Take PSP Charger in Lowee Golden Summit

Vert
SHOP before Halo Forest: 2 Eject
Standard until after quest
Don't invest, obviously - but do 3rd scout menu [same as before]
send enemy change + EXP + drop rate scouts to Games Vision (Dengekiko, Famitsu, Wazuoka, Peashy, Chika, possibly some random discoveries)
SHOP after Games Vision:
21 Healing Grass, ->8 SP Charger, 11 Life Fragment
(shouldn't have to sell, or only sell a little)

4th scout check: before or after gathering the party
(if you find enemies in WWV: check for "METAL GUARDER MK2" and do the promotion to rank D if you can)
check shop/inventory for sufficient SP charger items, do party menu and Affimojas
(try to avoid route building to Neplunker)
Party: Switch Neptune with Uni, Neptune behind Uni, Blanc behind IF, Noire behind Compa, Switch Compa with Ram, and switch IF with Rom
go out of your way to smash boxes on Affimax Base a bit

take some credits from a fairly obvious chest just after the Steamax battle, and heal up

(try to avoid route building to Neplunker)
Get some more credits from the smallest detour chest in Dimension passageway

5th scout check: just before leaving to zero dimension (after shas)

Take healing pods + credits in zero dungeon

Complete Neplunker for the Hyper Booster
Make Hyper Bracelet (Planeptune investment lv5, Hyper Booster + Power Bracelet + Evonium x3)

Get 16 CPU Chips from Planeptune (A A B), 16 from Leanbox (A A C)
You can also beat Regular Status! (Rank D colosseum) for 12 more, it's a straightforward fight
Get 2 SRs + assorted others
Judge this dynamically based on when the SRs show up and what other rares you get.
Steal 5 Illegal SSD from ZZ bit in GSLE
Get scout from Lastation PR Lv4, Thick Headband from Great Big Senpai in ABXYLR,
[maybe also scout from Lowee PR Lv3]
Return to Zero dimension and get 5 Illegal Hardware from Last Guarder in Deprived Domain
Return to heart dimension, get 32 more CPU chips from heart (D B D) and forge Forbidden Twig
Rebuild a decent battle party (suggest Nep+Noire+Vert+BigNep), beat DO1

NG+
Initial party: NeptuneXBigNep, Nepgear, Uzume, IF
Fight and steal from Pixelvaders and Guarders until 10 Dot Antenna / 5 Crude Circuit
(clean up on overworld if needed, 3rd tile from dungeon / 2nd from base)
Obtain all treasures in Club ZECA

Proceed as normal until Nep's Story except swap out Noire on Gold Third fight
Try to use Nepgear and K-Sha together in as many Hyperdimension parties as is practical to do so.

Nep's Story
Do True End quest stuff
Invest all to level 10 (A A B) and go for chips again
When you unlock 3rd dungeon (station), send out scouts (don't send enemy change to station, split DLC scouts+Dengeki/Famitsu between dungeons)
Unlock Pippin@ scout after histoire dream + station (before Warechu)
Get all treasure in Planepark

Noire's Story
Invest Lv2 and get the dream once Uni joins
Buy 1 Eject and spend all leftover money minus 1000 on Forbidden Twigs
After Jellies quest, do scouts (reset for all 3 hidden treasures and/or a dungeon discovery or two)
Get all (3) treasure in Golden Summit Lastation

Blanc's Story
Invest Lv3, sell CPU parts, Invest Lv4, Dream
Collect DL-ROM treasure in P2 Park (sadly this can't be full cleared yet due to Break shenanigans)
Scout check at end of this story or start of Vert's

Vert's Story
Buy Eject + 2-3 Twigs (not max)
After quests, do Lv3 PR + dream
Get all treasure in Golden Summit Leanbox

Do some hidden treasures, weaving in story when there's nothing else to do
Invest all Hyperdimension cities to max again, dealing with CPU chips appropriately
(Lastation A C B; Lowee C A A; Leanbox A A C)
When you get the Novel chip burn it and equip it on Nepgear (don't bother with others for now)
When you're getting low on stuff to do without White Orb, recall all scouts and head for Heart
(must get Novel chip by now from WWV treasure 2, at a bare minimum)
Zero: Send most scouts out except ~5-10
Heart: Scout immediately
Rush through story until return to Zero
Check the scouts to get some hidden treasures but DO NOT RECALL
Go back to Heart when you can
Savescum to get Senmuu
(go back to Zero to get scouts again if you had a really slow Hyper for whatever reason)

Recall all scouts now, Scout Senmuu and other Heart dungeons
* Purchase 2~3 Database chips, 3 Racing, and 1 of everything else (both yellow; 3 Database if it's possible to get only 1 Novel?)
* Burn the Racing chips to discs (Green Light + Leanbox and Lowee PR discs)
* Give those discs to Rom, Ram and smol Neptune
Get EXP (SET A PARTY BEFORE ENTERING) (use Nepgear, K-Sha, Big Neptune, IF; eject out at ~lv120)
(get Lv4 Love treasure on B4F)

ABXYLR GRASSLANDS: Obtain all treasure
DELUSION PLANEPTUNE: Obtain all treasure except for the stuff over the second screen's fallen building
SET BATTLE PARTY: IF, Rom, Ram, Big Nep

Buy a good weapon for Rom and Ram and set their 3 power combos
Go to the Colosseum
Do the following fights:
Rank D Regular Status (idea chip, CPU Chips)
Rank B Lastation Sisters (idea chip)
Rank B Planeptune Sisters (idea chip)
Rank C Large Dogoos Assemble (idea chip, 100k damage trophy)

Burn Novel chip(s) + Database chips (overwrite Racing chips)
Set party Nepgear K-Sha Rom Ram
Equip Novel discs / Database discs

Return to Heart Dimension, do Senmuu's first treasure while scouting its second (do some Lily grinding if time to wait leftover)

Nepgear x K-Sha with lv5 disc [obviously have to max NepgxK-Sha themselves first]
67 items per Lv5 x Lv5 pair or Nepgear x K-Sha when they're being grinded
72 items per Lv5 x Lv3/4 pair [no difference between Lv3/4]
Forge Healing Circle and Healing Field/Light if at all possible, sell all items above Healing Circle and between Healing Circles and x Boosters
keep in mind that you actually only get +2 per pair out of the full set of 4 turns, so it will be ~140 items used total per pair max)

After that, do all other Heart treasures (except White Orb required one), 2nd treasure, lily grind, unlock 3rd treasure.
Leave Heart when all treasures are unlocked. 2-3 should be left incomplete (Channel Space 1, Senmuu 3, [Tangram 3])

Return to Hyper, wrap up Quest Rank A + most non symbol treasures
Go to Zero, rush for Quest Rank S enemy, do treasures, get Quest Rank S and immediately White Orb
complete Hyper+Zero treasures (do Formation skills at the colosseum if you have any waits)
MUST FINISH FORMATION SKILLS BEFORE LEAVING BACK TO HEART
