  1. Xerneas 1 -> 2
  2.
  3. 2, struggles in a metagame where checking Magearna is mandatory, and most Mag counters are natural Xern counters. It will typically get KOs after Geomancy, but it struggles to guarantee safe setup get a reliable sweep after doing so. Still an important threat, but not tier 1 worthy.
  4.
  5. Snorlax UR -> 4
  6.
  7. 4, Snorlax isn't great in the tier because everything outdamages it, but you can still get Belly Drum with proper play and at least take a knockout. Psych Up cheese is also underrated with it imo
  8.
  9. Arceus-Steel 4 -> UR
  10.
  11. Absolutely UR, no usage in tour play, can't think of why I'd want to use it
  12.
  13. Tapu-Fini 4 -> 3/UR
  14.
  15. I think this should be 2, at minimum 3. It saw significant tour play among players that went deep in the tour. Great support moves in Icy Wind / Taunt / Heal Pulse / Nature's Madness, provides a good defensive answer to Spore and turns off Psyspam's offense source, and is realistically the only switchin in the tier to Kyogre, excepting Groudon. You can also run Water-move + Ray to get Groudon, and be fast or bulky depending on support you need. Being Fairy-type is good for coverage against stuff like Yveltal as well, great mon overall
  16.
  17. Hoopa-U 3 -> 4/UR
  18.
  19. UR, this thing is awful. 100% lose rate in tour, hardly any ladder usage, has to run Sash to keep up with the metagame and hardly ever gets to do its niche of breaking Protect + partner gets follow-up.
  20.
  21. Arceus-Ghost 2 -> 3
  22.
  23. 3, Ghostium is pretty cool and so is ExtremeSpeed immunity, but otherwise it's just a worse Arceus-Normal that loses to Yveltal in exchange for beating Lunala and walling other Ekiller.
  24.
  25. Mewtwo 3 -> 2
  26.
  27. 3, Mewtwo is not great without Lele which inherently limits its teambuilding archetype. It is strong and will often at least trade 1 for 1, but not as good as some of the other tier 2 mons.
  28.
  29. Yveltal 2 -> 1
  30.
  31. My nom. Despite the obvious Fairy weakness, Yveltal saw high usage in the tour with a wide variety of strong sets, including Psychic Seed, Berry, Life Orb, Dark-Z, and even Fire-Z as a Mag lure. Snarl is really good at slowing Mag and Kyogre down and can heal it off with Roost, Foul Play smacks Ekiller and hits everything for respectable damage, and is importantly the tier's best non-Mega Ground immunity. It's also one of the tier's better Tailwind setters. A team without Fairies is going to fold to Yveltal, and even then most Yveltal teams have Groudon + another Mag check at a minimum. I think this mon is really good.
  32.
  33. Arceus-Ground 3 -> 4
  34.
  35. My nom, I think it's demonstrated that it doesn't beat Magearna and only beats Groudon kind of. Arceus-Normal with Earth Power Ice Beam has the same role for the most part but with the ability to have an item.
  36.
  37. Mew 3 -> 4
  38.
  39. My nom, almost no tour usage and generally does the same thing a Smeargle does. the only thing it has over Smeargle is being slightly bulkier, which lets it run super Sitrus with Transform for Xerneas stuff but that's about all really
  40.
  41. Necrozma-Ultra UR -> 4
  42.
  43. My nom. Being slower than Gengar isn't as big because Gengar isn't as popular, so it really gets to smash things with its Z-move in Psyspam which gets some KOs Z-Psystrike doesn't on Mewtwo (e.g. 252 HP + some Sp. Def Arceus). Heat Wave will smack Mag in Sun which is something Deo-A can't do and is in the same tier level. Outspeeding Ray for Dragon Pulse is also cool, and it can stay non-Ultra and Sunsteel Strike in normal forme.
  44.
  45. Smeargle UR -> 4
  46.
  47. My nom, Spore is a very real threat when Tailroom is one of the most popular archetypes, leaving a bunch of mons slower than Smeargle. Still a good Xerneas partner, and just annoying enough to be a pain even if the opponent has sufficient answers to Spore.
  48.
  49. Cresselia 4 -> UR
  50.
  51. My nom, I don't think Cress does anything in the current meta. Saw 0 tour usage, and weather control isn't as crucial in this metagame as in, say, VGC 2016. Bronzong mostly does everything better.
  52.
  53. Kyurem-White 4 -> UR
  54.
  55. My nom, complete unmon in this tier. Dozens of other mons are better Z-move nukes.
  56.
  57. Arceus 2 -> 1
  58.
  59. 2, even though Arceus has incredible bulk, its offense without getting boosted up is really mediocre. It needs adequate support to be at full potential, doesn't really do it all on its own. Can also be a good team supporter and can run many viable sets, but not quite tier 1 yet I think
  60.
  61. Ho-Oh 3 -> 2
  62.
  63. 3. Despite stellar bulk and a good typing to fight Magearna, it struggles a lot to trade with the big physical attackers of the tier and hates Kyogre. Random rock move and Stealth Rock also hurt Ho-Oh, it has to really appreciate its team matchup to do well.
  64.
  65. Necrozma-Dusk-Mane 3 -> 2
  66.
  67. 2, this is an excellent check to Magearna and walls Psyspam, and has a super powerful Z-move to dent non-Primals. Sunsteel Strike and Photon Geyser are good neutral coverage, and it gets TR which is important in the tier. Prism Armor lets it tank V-create from non-Life Orb Ray as well, something Magearna importantly can't do.
  68.
  69. Mega Gengar 4 -> 3
  70.
  71. 4, Mega Gengar is really good in theory but suffers from huge 4 moveslot syndrome. You really want Sludge Bomb, Shadow Ball, Taunt, HP Water, Icy Wind, Will-o-Wisp, and Protect all on the same set, and giving up one of those means you lose hard to something important in the tier. Haven't seen a convincing team with this guy yet.
  72.
  73. Victini UR -> 4
  74.
  75. 4, Victini has one role in the tier (trade 1 for 1 and maybe give Magearna a boost), but it does that well enough that its linearness isn't a huge deal. V-create also dunks Magearna, and generally speaking Sun-boosted V-create is nontrivial damage even on Scarf.
  76.
  77. Scrafty UR -> 4
  78.
  79. 4, even though it has big competition with Hitmontop's Wide Guard and slightly stronger Close Combat against Ekiller, it provides the role of Intimidate + Fake Out while offering a Ghost resistance and an immunity to Psychic, as well as cool support moves in Knock Off and Super Fang. Definitely can be deadweight on the field so has to be careful, but as a pivot it works nice on teams that would prefer a Dark typing over Hitmontop's.
