  29. Dear Citizens of Los Santos, most of you already know me. I've been the Chief of Police several terms and served the Los Santos Police Department for years. I first joined the department back in April 2009 and have been in the department since then. I'm one of the longest serving officers in this department and proud of it. My goals as the Chief of Police is to hit the streets hard and make Los Santos a drug-free zone. During my years in the department I've seen peoples life being ruined by drugs, It's an awful thing to see in a daily basis.

  31. Police Officers are proud to wear their badge on their chest, everyday they patrol the street of Los Santos to protect and serve the citizens of Los Santos. Even if they know it might be their last day on this earth, during my years I've seen Police Officers lose their life in the line of duty. Police Officers might not get the respect they desserve from everyone, however I'm proud of the work they do everyday.

  33. Every month the Los Santos Police Department host a Los Santos Police Academy, every month the department recive a number of new Police Officers that protects and serve the city. These officers get trainned by the best officers in the country, Los Santos Police Department's Training Division is the finest division in the department. The division is the most important division in our department, without this division the officers wouldnt have the experience and knowledge to patrol the streets. In my first years in the department I ran the Training Division and I know how important this division is.

  52. The Los Santos Police Department has been opened first as a volunteer force that has assisted Red County and Flint County and was named as 'The Los Santos Rangers', in 1853. The creation of what loosely may be called the City’s first Police Department resulted from a murder that has accured in 1853. The victim was Jack Whaling, the community’s second City Marshal. His killer met death at the hands of a bounty hunter. This prompted the City’s first "Chief," Dr. A.W. Hope, to organize "The Los Santos Rangers," who volunteered to assist the beleaguered County Sheriff and Marshal. The Rangers were identified by a white ribbon bearing the imprint in both English and Spanish "City Police - Authorized by the Council of Los Santos."

  54. "The Los Santos City Guards," who, during their short-lived career, were attired in the City’s first official police uniform, succeeded the Rangers. Like the Rangers, their effectiveness was questionable. Murders were occurring at the rate of one a day, many resulting from differences of opinion voiced within the City’s 400 gambling halls. The first paid force was created in 1869 when six officers were hired and paid out of funds collected, for the most part, from fines and fees. They were led by City Marshal William C. Warren. In 1875 the first horse patrol trotted down the unpaved streets. Personnel were paid $95 a month for their services, $5 more than the foot patrolmen and only $10 less than the City Marshal. In 1886, the Department hired its first two African-American officers, Robert William Stewart and Roy Green. By the early 1900s the population of the City had increased to more than 100,000, with fewer than 70 officers struggling to maintain the peace.

  56. During World War II the overall number of personnel was depleted by the demands of the military - therefore there was a small impact of the LSPD upon the Zoot Suit Riots in 1943.

  58. In 1950, William H. Pershing has been appointed as Chief of Police and has advocated police professionalism and autonomy from civilian administration. However, the Bloody Christmas scandal in 1951 led to calls for civilian accountability and an end to alleged police brutality. William H. Pershing has served as Chief of Police until he died at 1966 due to a fatal heart attack. Shortly after the location of the LSPD Main Administration Office Building has been named after him; Pershing Square. Under Pershing, Inspector Daryl Gates also created the first SWAT (Special Weapons and Tactics) team in United States law enforcement.

  62. The Los Santos Police Department is a small department in the start of 2009 and a very un-organize police department. In the chair on top of everything is Chief of Police Jake Jackson sitting. After the city board decided to give Chief Jackson the opportunity to either hand over a personal resignation or be dishonorable discharge for the lack of work he was doing in the department. He decided to hand in his badge and sent in his resignation in July 2009. At this time the board decided to promote both the standing Deputy Chief's in the LSPD to Chief of Police. First and only time in the history of the Los Santos Police Department was it ran by two Chief's at the same time. This was also a new standing point for the department as they had to re-organize the whole LSPD into a new department. There was no units, divisions or even academies at the time as everything had to be build from the ground. In the end of December 2009 more and more confusing problems came up as Commanding staff didn't know which chief to turn their problems to. The board decided at the time to remove both current Chiefs and transfer the Assistant Chief of Police in Las Venturas over to Los Santos, Dexter Thompson. At the time Enzo DiCaprioso transfer and became the Chief of Police in San Fierro.

  66. It's a new year and without knowing it this year is going to be a tragic lose for both the Los Santos Police Department and the city. But the year start with a big challenge as the San Andreas Sheriff Department is being formed outside in Red County. For the first time in the State of San Andreas is a Sheriff Department being formed and once again the Sheriff is Jake Jackson the ex-chief of LSPD in early 2009. San Andreas Sheriff Department is just standing on their feet for a few months before its being shut down, Since it was shut down in early 2010 have we the state never had a new Sheriff Department. In mid-May 2010 the Chief of Police Dexter Phoenix and Deputy Chief Devid Webb is flying with the police helicopter where they make an emergency landing on top of a roof in downtown Los Santos. Chief of Police Phoenix was push over the edge at the roof by his own Deputy Chief and died by the fall. Webb announce the death as an accident as the Chief fell off the building by himself. The local FBI Office in Los Santos started the investigation on the death of Dexter Phoenix, Just a few days after the death Deputy Chief Devid Webb was arrested by the FBI and sentence to life time in San Andreas Penitentiary. The department and city was in shock after the loose of two High Command staff in the LSPD. Commander Lunnes Diaz became the acting Chief till a new was assigned by the board. In the summer 2010 the city of Los Santos suffer several demonstrations where the people taking a part of this became aggressive and started several riots over the summer. The LSPD started in 2010 giving special training to all their Police Officers on how to work and act within riots.

  70. It was in 1st of January 2011 the State of San Andreas announced that all vehicles had to be registered with a valid licenses plate. Failure to do so will get your vehicle impounded by the police. This was a major mission for the police officers duty just after the new year. In total was over 60 vehicles impounded by the police for failure to register it to the DMV and get a valid licenses plate. Including three police officers got their vehicle impounded and verbal warning from their Captain. During the summer of 2011 two police officers was investigated by the internal affairs for misuse of police authority and battery charges after attempting to get information out of a gang member. This changed the police department, as both officers was called to the Chief's office and started to argue with the High Command one of the officers pulled out a gun and a intense situation took place inside the police station. After attempting to talk down one of the officers he shot himself in the head and died instantly, the other officer was arrested by the police and dishonorable discharged from the force. After the summer 2011 Chief Shane made one of the biggest organization changes in the department when he assigned in the first bureaus & offices. Holding almost the same organization style for the last two years have been showing the police department on alot more professional and stable level.

The year 2012 was a hard year for every police officer that served the Los Santos Police Department. 2012 was the year that was going to change the Los Santos Police Department to a golden stage. With hard work from all Police Officers that served the LSPD they executed several operations that will always be remembered. This was the first year the police department would hold more focus on the community and show them self as friendly. As everyone know the gang problems in East Los Santos have grown and grown since 2009 and in 2012 it became a major issue for the police department. As public relation placed all their focus to recruit more officers that was born and raise in the East Los Santos. May 27th 2012, Officer Pete Williams & Phil Roberts was the first officers in the history of Los Santos Police Department to be given Chief's Personal Award. During the opening of the LSPD Training Center was both of them given the award for the changes and work they did for the LSPD.

  78. The Los Santos Police Department is showing itself as a modern police force as you can see time is coming by and changes are taking place. During year 2013 LSPD's first female officer have made it to a commanding rank, Lieutenant Brittany Contelliano. LSPD High Command stated that if she continue the way she is going that might be the history's first female High Command member. The LSPD High Command staff along with the Detective Bureau is placing their focus in year 2013 on confiscation of narcotics and getting big amount of narcotics of the street. As the LSPD have made history they have both made two major bust during the year of 2013. Two Detectives from the Detective Bureau confiscated in two different operation 1,000 Grams of Cocaine and 1,000 Grams of Marijuana. These operation made history in the department as the biggest sting operation for the department. The Detective leading the operation was Detective Jonas Andersen, a respected detective within the Los Santos Police Department. At the end of 2013 was a major cut in the departments funding that led to a large number of officers being un-employed within the department. It wasn't before the start of 2014 these officers was given a chance to come back to the department.

In the beginning of 2014 a lot of officers was reinstated back into the force, we saw a lot of changes within the Command and High command and we had three new cheifs in just one year. 2014 was a year where a lot of changes were done to the department. New divisions, units, commanding officers were hired, some were removed. Former Chief of Police Justin Shane, Brian Toreno and Kasper Hughes all resigned during 2014. The number of recruited officers went down in 2014 and one of the departments goals in 2015 is to raise the number again so we can have more peace officers out in the streets of Los Santos to make the city even more safe then it is today. However during this year the department's main focus in the Patrol Division have been to get more narcotics and firearms off the streets. The statstics of 2014 have proven that more narcotics and firearms have been confiscated and the department made a new record with confiscated items.

  139. The hole LSPD is made in one organization, the higher rank you get the more responsibility is given to you. As the Chief of Police are you on top of the organization and should only need to talk to your Assistant Chiefs to get things sorted out if any problem would come up. The department is build up with a number of three bureaus, each bureau is normally led by a Commander. Below the bureaus we have divisions that is normally led by a Command members. Below a few of the divisions can you find a number of units.

When you first become a member of the Los Santos Police Department will you be directly assigned into the Bureau of Operations and serve under either West Area Patrol Division or East Area Patrol Division. To become a member of the other units or divisions will you need to send in an internal application to the CO(Commanding officer) of the division or unit.

  180. The Internal Affairs Division section of the LSPD is a internal department that investigates suspected corrupt acts by employeed peace keepers. The Internal Affairs Division operates as the investigative arm of the Chief of Police to identify and report corruption and employee behavior that tends to discredit the Department or violate a Department policy, procedure or practice. To maintain the public confidence, all complaints must be thoroughly and impartially investigated. The Internal Affairs also conducts Board of Rights hearings and reviews all complaint investigations for consistency and fairness. Complaints are presented to the Chief of Police for a fair and appropriate adjudication and /or sanction, with consideration given to the complainant, the Department, the individual employee, and the public trust.

  182. As police officers are employed to serve the public, most of the misconduct is carried out where there's plenty of witnesses and cameras. Therefor we trust, and rely on you as a fellow citizen to report any witnessed misconduct done by police officers. For the complaint to be justified we require as much information and evidence as possible. Badge numbers, names, camera footage and so on are valued highly, and including them in your report will maximize the effect of the outcome of your report. Some reports may even land you an award, depending on the seriousness of the crime and the outcome.

  184. Once you've filed a complaint, a casefile is created and assigned to an appropriate agent. A deadline is usually set to make sure that the misconduct gets dealt with in reasonable time. To assure that all reports are handled as impartially as possible and that the IA is held to a high standard, our Agents are hand-picked by the Director of the IA along with the Chief of Police.

  186. Our tasks varies, so an Agent can find himself doing anything from handling casefiles to out on the field investigations. We're practically the Police within the Police, making sure that no laws are broken by police officers and that authority is not abused by respective employees.

Every bureau, sector and division of the Los Santos Police Department has a major role in the overall efficiency of the department however the Operational Bureau is, without a doubt the backbone of the entire department. Every patrol officer is by default in the Operations Bureau as it is in charge of patrol.

  199. There are three Divisions within the Operational Bureau, first starting with;

  201. East Patrol Division
  202. This Division holds almost exactly half of the patrol officers within the department. It is lead usually by a Lieutenant / Captain. When in this division, the Commanding Officer (CO) of this division is responsible for not only your actions, but your rank, punishments, activity and your overall performance both on the field and internally. If there are any complaints or concerns about any officer in the East Patrol Division, contact the CO of said division for queries. If you have a report or concern about the Commanding Officer of this division you must follow the chain of command and contact the Director of Operations which is usually held by a Commander.

  204. West Patrol Division
  205. Much like the East Patrol, this Division also holds almost exactly half of the department's patrol officers, ranking from Police Officer I right up to Sergeant II. This spot is also held by a Lieutenant / Captain depending on the person. As with the East Patrol Division, the CO of West patrol is completely responsible for every officer in this division, their ranks, promotions, demotions, suspensions and overall performance. If you wish to report any officer in this division contact the CO of West patrol and if you wish to query any actions of the CO - contact the Director of Operations.

  207. Traffic Enforcement Division
  208. This division is tasked with specialist duties and jobs which only chosen officers who have completed a series of applications, exams and trainings may partake. The Traffic Enforcement Division (TED) is also usually lead by a Lieutenant / Captain who is known as the CO of Traffic Division. The TED carry out duties such as impounding illegally parked vehicles, putting pressure on vehicular crime and carrying out traffic operations such as DUI (Driving under the influence) checkpoints. If you wish to query the actions or report a Traffic Officer you must contact the CO of Traffic Division. And as with East / West Patrol if you wish to report the CO of Traffic you must contact the Director of Operations.

  210. This is only a short breakdown of the Operational Bureau as it has much more aspects however this is the basics. As soon as an officer advances out of the academy, he is placed into East / West Patrol Division and is supervised by both the CO of that Division and the CO of Training Division.
