Divine Dragon Construction

Something I'd like to look into doing is perhaps going about the construction of a dragon myself, probably the Gold Dragon just because of thematic even though it's apparently the weakboi. Below are a few reasons why I feel Acai could manage to do it.
*Book of Nehekara has the genetic information down to their very 'blood' and how to evolve their entire race. This likely means if Acai had the resources to do so, she would be able to construct one herself.
*Maxed knowledge of medicine and access to the greatest levels of healing magic on the sig tree.
*Genius in both Int and Imag
*Kaios and Dragons both have similar energy types/existence so it wouldn't be very farfetched so assume I could channel my own energy into the creation of the being.

What would be different/unique?
I understand they are inherently evil, so my objective would be to instead create one with Holy energy so the tag is at the very least removed and at the very best added.

What are my RP plans with it?
I'd like to create the dragon as a true, glorious guardian/champion of the Stratus Guard Holy Order. Perhaps teaching it Hamon and granting it Masamune if the RP/situation allowed such in the future. It would act as an indiscriminate guardian against chaotic forces and to uphold the very Order. In a sense, they'd be very similar to the other dragons but their power and ambitions would channel from a different source: Acai instead of the planet.

But WHY, Acai?
*Sees the Dragons as protectors of the planet understand what they do but feel their execution is rather terrible. Would instead aim to bring one forward as a champion-not for Oasis city, but Oasis as a whole and perhaps even the universe.
*Desires a powerful backboned creation which can last in the role of High Paladin for a long time and carry out her will even if she was to succumb. Humanity has proven itself to be rather difficult in maintaining this order and often stooped to join with less than savvy forces, even herself at one point.
*The conflict this thing would surely cause as people start to screech at the holy dragon killing their loved ones for doing unsavory actions would be beautiful and bittersweet. The fine line between moderation wouldn't exactly exist given the dragon temperament of the Kaio's instilled Zeal.
