What you are applying for: Rasenshuriken
What you will do: The Rasenshuriken will be presented as the evolution of Rasengan that goes beyond a simple variation technique. Oodama required control over a larger volume but was simply just a bigger version. The elemental releases were simply that, learning to apply such to the techique without losing stability. Barrage, Twin, it was just more of the same.

Rasenshuriken differs however. It's a technique deadly not just to those caught by it but it's very wielder. The amount of chakra stored is far more dense than the standard variation, and the very rotation is brought to a level so fast it causes a Shuriken-like effect (let's go with that since it's not Fuuton based). This technique will be far too hard to simply create with one, or even two hands. Requiring two additional sets from shadow clones to even begin attempting, let alone work on perfecting it to a useable state that doesn't lose shape before proper contact.

Keito's first true S class technique

Why you want it: Presenting ability to take what the Hokage has passed down to her, and turn into something of her own. It may not be necessarily a compassionate technique one would expect from the Healing Maiden. However as things stand, a regular rasengan will not cut it in fights, taking a lot of chakra for a limited amount of firepower. This was the answer to that, a technique with true stopping power, one that destroys on a cellular level and requires precision out of the Head Medic.
