Summary:

The ninja world is taken over by a group of powerful ninjas that believe in absolute equality. Those with Kekkei Genkai or Ninjutsu are either executed or let into the law enforcement, though the latter is rarely and option. Of course when there is a empire there are those who rebel, these people are called "tainted" and are feared among the people as rouge ninja.

Law Enforcement:
There are two ways to be let in, one is to go through a Academy and get chosen for law enforcement and the other is if you are captured by the law enforcement and let in as a alternative of getting executed, though this rarely happens. Each village still works under the Kage though the kages do not have same ideal as they originally did. Their main base is located in (you choose)gakure.

Tainted:
The tainted base is where (you choose)gakure stands today. They, just like the Law enforcement, work under a higher power they refer to as the (you choose)kage, keeping the title of the strongest that was there before. The tainted life style is similar to that of the original shinobi's before the shift.
