  444. BATON ROUGE -- On the heels of a similar trend statewide, the rate at which families in the Houma-Thibodaux area adopt Louisiana children reached a record high last fiscal year.
  445.  
  446. And while the state is seeking to duplicate the outcomes, Congress may allow an adoption tax credit to expire before the end of the year.
  447.  
  448. It's a mixed bag for adoption supporters and foster families, especially as the holiday season really begins to gear up.
  449.  
  450. Locally, there is some good news in that the Houma-Thibodaux region has gone from 45 adoptions during the 2009-2010 fiscal year to 77 during the fiscal year that concluded June 30.
  451.  
  452. Unlike a calendar, a fiscal year runs from July 1 in one year to June 30 in the next.
  453.  
  454. But what's more is the Houma-Thibodaux region isn't alone in the increase, according to data released by the state Department of Children and Family Services.
  455.  
  456. There were 654 Louisiana children adopted statewide by 468 families last fiscal year, an all-time high.

  458. DCFS Secretary Suzy Sonnier said recruiting efforts have helped, as have informational campaigns about the power adoptions can have on the lives of all those involved.
  459.  
  460. "We rely on our foster parents, adoptive families and adoption advocates to spread that message as we work to recruit new families who can provide love and stability to help vulnerable children reach their full potential and to realize their dreams and aspirations," Sonnier said.
  461.  
  462. As the state seeks to build upon the milestones from last fiscal year, the federal government may allow a special tax credit, meant to ease the financial burdens of adoption, to lapse if not renewed by Dec. 31.
  463.  
  464. A champion for the issue on Capitol Hill, Sen. Mary Landrieu, a New Orleans Democrat, introduced the Making Adoption Affordable Act in September.
  465.  
  466. It would make the adoption tax credit permanent.
  467.  
  468. "For families who have generously opened their hearts and homes to a child, the adoption tax credit gives them important assistance along the journey," the senator said.
  469.  
  470. For Landrieu, it's a deeply personal issue.
  471.  
  472. "My husband and I are blessed with two precious, adopted children, and I am hopeful that this credit will encourage others to consider enlarging their families through adoption," she added.
  473.  
  474. The senator's husband was also adopted from an orphanage in Ireland at a young age.
  475.  
  476. "I grew up in a loving and large family and know how important it is for children -- and adults -- to have a family they can count on," Landrieu said.
  477.  
  478. If there are any trends in Louisiana, it's that families are adopting at a faster clip in many areas. The metro leader in Louisiana is the Lafayette region where families adopted more children last fiscal year than any other area.
  479.  
  480. That's 154 children who found homes with 102 Acadiana families.
  481.  
  482. In fact, Lafayette metro has led the state in adoptions during the last three fiscal years, dating back to 2009-10.
  483.  
  484. Meanwhile, families in the Shreveport region have pushed local adoption rates to a three-year high there as well.
  485.  
  486. Last fiscal year, 52 children were adopted by 42 Shreveport-area families compared to 44 adoptions by 31 families in 2009-10.
  487.  
  488. When it comes to Louisiana's other two major metro areas, New Orleans and Baton Rouge, adoption rates are actually in decline compared to two years ago.
  489.  
  490. New Orleans saw 129 adoptions in 2009-10, in contrast to 72 in 2011-12, and Baton Rouge saw 40 in 2009-10 and 28 last fiscal year.
  491.  
  492. Those reductions have occurred despite there being 4,040 children in foster care statewide -- compared to more than 100,000 in the entire U.S.
  493.  
  494. Of that count from Louisiana, 620 children have been legally freed for adoption and are waiting to be connected with adoptive families.
  495.  
  496. And on average, 56 foster children become available for adoption each month, based on DCFS figures.
  497.  
  498. In other areas, Covington recorded 119 adoptions last fiscal year, down from 142 the previous fiscal year; Lake Charles, 63, down from 89; Alexandria, 60, up from 26; and Monroe, 29, down from 49.
