  3. On the 1st of June the State High Command has attended a meeting arranged by the TFA. We(the high command of the SAPD) must admit that we were quite shocked
  4. once we heard that the SAPD is about to merge with the SAST. Due to lack of time, we couldn't discuss this properly so therefore I am sending you this letter
  5. on behalf of the SAPD high command. We have analyzed your decision thoroughly and so as we speak, we've came across some aspects which would by high chance
  6. lead to a major threat within and outside the department. I ask you to read this letter thoroughly and analyze this situation yourself for the second time and realize
  7. that the decision you are about to take can lead to consenqueces and that we do not agree with the changes that are about to be made. I'm pretty sure that there are a lot of
  8. officers and agents out there who think the same. Then we also find it uncomfortable to know that we've not been able to atleast put some feedback into this decision which gives us a sign of lack of trust.
  9. We cannot determine what was said in the meeting between the TFA and the SAST, but we somehow feel that there never was any trust in the SAPD's high command
  10. while the SAPD highly improved their current state compared to the rebellious SAPD we knew before. All of the aspects that'd lead to threats are explained below.

  12. Financial problems.
  13. It has been 3 months since the SAPD was last re-opened with a complete new interior which costed tons of money paid by the government to construction agencies and
  14. untill the day today, construction workers are still construction the exterior and interior of the new beloved SAPD. This would be a complete waste of money if this all
  15. would have to be stopped while it was already paid. Besides the construction costs we have the required amount of salary of each officer. Each recruited officer was
  16. offered a contract which determines the minimum salary an officer should get. The minimum salary of the SAST would be different and it would lead to each officer would either
  17. have different salaries while the officers would be put into the same department or you would have to breach a contract and change the minimum which is against the law.

  19. Communication problems
  20. Since the start of my employement, we have set certain radio protocols that our officers are obliged to enforce. Failing to enforce the protocols would result in disciplinary action
  21. in our particular case and ever since we've re-opened the police department everybody has succesfully enforced this protocol. If we were to migrate then different protocols would have to
  22. be enforced. This would lead to misunderstanding and it would be hard to somehow migrate the radio protocols of the SAPD into the SAST's because the two agencies are completely different
  23. from each other. Our radio communication is a lot more different than the SAST's radio communication and it'll be nearly impossible to enforce the new protocols properly. This will
  24. lead to communication errors and will show lack of professionalism to our citizens. This is also a threat within the migrated department.

  26. Difference between the SAST and SAPD.
  27. The SAPD and SAST simply do not equalize. The are both completely different and both have a complete different work environment. It is highly unrealistic as there would have to a be a lot of changes
  28. to on officers contract where some officers would not qualify for or did not sign for. This could be a threat to the migrated department. SAST's job description would not qualify for the SAPD's job description
  29. and would require a lot more skills and professionalism. We are trained differently than the SAST and it would simply be impossible to combine all of this.

  31. The recent changes of the SAPD
  32. Officers of the SAPD have finally suited themselves into the changes made within the last two weeks, let alone the change yet to come after your decision. It would take a long time for this migrated department to
  33. do their job properly. This could lead to a bad reputation for the TFA as for the SAPD. It would take too long to come up with a suitable structure that works.

  35. President's statement
  36. According to the presidents statement, officers of the sast and the sapd cannot get along with each other which is one of the reason of this migration, but I must say that it would be predictable that if they happen to work with each other that the hostility level would not change much.
  37. I must also mention that since the start of my employement as the chief, I have not seen anybody of my force arguing or showing any sign of hostility. We have set up certain rules that indicate that no matter who you are talking to,
  38. they have to remain polite and calm. This rule has been strictly enforce ever since.

  41. You mentioned that the SAPD has not been doing well since the comeback, but I really cannot determine why. No reason has been specified to us and we did not have the chance to ask it due to lack of time. I feel that we've
  42. done a great job and we feel that we have set up a better force than the rebellious one in the past. We are happy with the officers we have recruited because they all have gone through hard tests and passed them which makes the
  43. HCO more confident that we hired the right people.
