Hey, any anons mind theorizing about Blitzo's back horns?

1 - He seems to be the only one who has them.
2 - Are they like porcupine quills, where they can "fold down?" Or do they permanently stick out?
3 - This basically means that Blitzo can't lay down on his back, right?
