Once you reach the level cap, you start getting less exp.
As in, if the level cap is level 12, and your Pokemon is level 12, you've hit the cap.

No star means suggested by the code (e.g. badge flags) and very likely to be correct

How scaling works:
The way exp is scaled depends on the difference between your level and the cap. The number on the left column represents the difference. These numbers are exact, so for example, 33% exp literally means 33/100.
0 - Exp reduced to 50%
1 - Exp reduced to 33%
2 - Exp reduced to 25%
3 - Exp reduced to 20%
4 - Exp reduced to 15%
5 - Exp reduced to 10%
6+ - Exp reduced to 5%
