Threat Containment: The Dominate's Reserve Forces are deploying to contain this "Worker's Republic" with all possible speed as the regular army works to regroup and redeploy from the Battle of Archangelsk to crush this revolution for good. The main objectives are three-fold, prevent the Worker's Republic from spreading out into the surrounding countryside, cutting it off from receiving food and supplies from the outside world and cut off communications into and out of the city. With this in mind, the Dominate military is deploying considerable numbers of Combat Frames and Landed Army personnel to contest the Communist forces in the city, as well as the returning Imperial CosmoNavy to provide heavy fire support and assistance in corralling the Communists in Kiyv and setting up defensive siege lines around the city.

There are expected to be considerable numbers of militia units rising in support of the Communists, as well as a hardened core of Red Banner paramilitaries as well as international fugivite Commissar Regulus and his stolen assault mech. Imperial CosmoNavy assets are to be used primarily to destroy the Communists experienced personnel and heavy equipment, as after those are broken then the civilian militias should break and flee.

Army Group Containment is moving all possible speed to join this containment effort, but I can't give you numbers on them because I haven't gotten casualty figures, but whatever undamaged forces from there are also rushing to join this battle, so if they can get there in time, they're trying to get there.

Riot Dispersal: Dominate Paramilitary forces are working throughout the country to suppress and disperse the riots that have broken out in response to the September Revolution, they are making all possible efforts to minimize civilian casualties, but maintenance of public order takes the highest priority in quelling this dissent. Also continue running the propaganda efforts set up earlier to discredit the Red Banner and the September Revolution moving forward.

Infiltrating Enemy Territory: The Ohkrana of the Black Hand are working to infiltrate the Great City of Kiyv disguised as peasantry fleeing the oncoming Dominate Army, once inside they are to split into two cells, operating independently of one another. The first is to start working on an active campaign against the Communists, using their spy training and shape-shifting nature to assassinate officers, sabotage stock-piles, and in general cause as much as a mess as they can without getting caught. The second will attempt to infiltrate the Communists organization themselves, either by assassinating officers and taking their place, or just joining up normally so that they can get into a position to subtly cause chaos and disorder in the enemy ranks ahead of the Dominate military crushing this uprising.
