  1. Mankind currently finds itself facing a challenge of unprecendented scope. An alien armada, a power from the depths of space, has arrived with intent to conquer and subjugate the globe. True, invasions of such different cultures have happened in the past-the european conquest of the americas, for instance-but the sheer scale of this problem dwarfs all previous comparisons.

  3. Our approach, up till now, has been for each nation to fight and defend itself as it sees fit, and to cooperate when they are best able. It is a noble approach, one that preserves the idea of national sovereignty while we fight for our freedom. And so long as military leaders maintain a spirit of cooperation and mutual respect, it is a effective and reasonable approach.

  5. Of course, were everything going well, I would have no reason to speak with you today.

  7. Military commanders are not perfect. They have feelings, jealousies, and petty squabbles, as any enlisted man will no doubt tell you. And usually, such squabbles are acceptable. But it is because of such squabbles that [Example; elaborate on it and why it occured]

  11. Such mistakes cannot-must not-be repeated. An analogy to the situation is the old bundle of sticks; the sticks can be made to stand up together, but one stick alone will quickly topple. The moral, as we all know, is "United We Stand, Divided We Fall". It is a simple concept, one that even small schoolchildren learn by heart.

  13. Yet such a basic concept remains beyond the grasp of [Fitting names, perhaps elaborate on them and why they do not fit]

  15. How shall we resolve it? The easy method would be to simply remove the offending individuals from power, and appoint more agreeable replacements.But such a solution is naught but a temporary fix-were another alien invasion to arrive, some decades later, we would face much the same problem. And furthermore, this solution relies on the inner strength of the human heart for cooperation, something we have found to be quite lacking in recent months.

  17. What I mean to say is that, in the face of an interstellar war and culture we are quickly beginning to discover, there is need for unilateral action by mankind on this new stage. And this action cannot be delivered as long as we continue to mind our own affairs, cooperating only when it best serves our own interests.

  19. Even after the war, there would be trouble. How do we manage alien immigrants to our planet? How do we space around earth for future attacks? Whichever country has the most patrol boats in the air would pay a great price in matinence and funding, but would also have a fleet of ships poised to attack anywhere on the planet, should some smaller nation go against their will.

  21. In short, we cannot remain divided as we are, if we are to survive in this new spage age. But to consolidate the countries of the world into one, cohesive whole, is simply impossible in the time we have-not to mention that it would completely destroy the idea of sovereign nations.

  23. I have no desire to destroy the freedoms of nations.
  24. I have no desire to destory the freedoms of people around the globe.
  25. I wish only to save and protect mankind from the terrors lurking outside the pale blue dot we call home.

  27. To that end, I propose the creation of a new organization-one loyal to only the human race as a whole. This organization would handle all external affairs relating the planet Earth to the world outside; from immigration, to exploration, to trade and lastly war. It would combine, under one roof, the space agencies of the world. It would create and maintain a fleet of spacecraft, to defend the earth from future assault. It would command, in times of crisis, the conventional militaries of the world as one almighty, combined unit.

  29. With this proposition, the United Nations has before it the power to create an organization for unprecedented good, capable of quickly and efficiently resolving the crisis mankind faces today.

  31. The United Nations also has the power to deny this proposition, allowing Earth's militaries to continue as they have, preserving the sovereignty of all nations, and opening the door for [Incidents] to repeat itself.

  33. I trust that they will choose wisely. For all our sakes.
