The answer differs niche by niche
In my experience 2-3 per 1000 word article works out fine. You can experiment on tier 1 links wherein you can stuffed up to 5 per 1000 word.
I think for EMDs that rule is relaxed a little as compared to a none-EMD. EMDs since they are already known for that particular keyword, you can put more exact match keyword on that page, but the rule has always been to make it look more natural - placements around your page, else it might just look like stuffing that could relate to manual penalty instead.
