Napoleon know rules over a vast swathe of Europe, albeit indirectly. French agents now operate in every court and dictate the affairs of countries, nothing is done without Napoleon's influence. Many seem ready to accept France's hegemony, however most do not. For as the French Empire has grown, so too have its threats.

One leader may freely move by land through an unlimited number of Friendly Duchies with no attrition (duchies you or your allies own and occupy), gathering (but not dropping) a number of Units/leaders (including Pact Minor Allies) up to its Command Rating as it goes. However they cannot enter a friendly duchy if an enemy army is in it, or adjacent to it (unless home duchy)

  65. The Berlin Decree of 1809 has forbidden French, allied or neutral ships trading with Britain. By this means Napoleon is hoping to destroy British trade, disrupt its growing industrial expansion and diminish its credit.
  66. Great Britain has responded with the Orders in Council of 1810. These forbid French trade with the United Kingdom, its allies, or neutrals, and instructed the Royal Navy to blockade French and allied ports while encouraging growth of trade abroad. This order requires all shipment to stop in English ports to be checked for military supplies that could aid France. Ships that do not stop to be checked at English ports are liable to British seizure.
