Rachel says: "This stuff dates to back before the league was established, when Professor Benedict was going around busting up the crime syndicates in the Sequoia Region.  The criminals he faced back then used performance enhancing drugs on Pokemon too, but they were a lot more tame than Kamikaze or Algernon.  Most of these drugs were trafficked in from Silas.  After Benedict became champion, the League started to really ramp up and political dominance over the Region, and there was a lot of witch hunting and paranoia to try to weed out corrupt officials, Watchers, and people who assisted the criminal empires. Luther Kale was one of the men accused of being behind the bulk of the drug manufacturers, but there was very little evidence to support the claim.  He sort of became the media's poster boy for the dangers of overzealous persecution of suspected criminals, and he was never explicitly tied to any of the crimes.  He went on to become a Professor at a small university in Freedom City.  Pretty sure he's still there."
