The screenshot included shows the priority ranking of Wi-Fi connections. As seen in the screenshot, xfinitywifi (a public wifi network) is ranked higher than my private network, meaning that if both networks are available, it will connect to the public one. By the way, by IP banning xfinitywifi, you're literally banning everyone who uses a public Wi-Fi Network.
