  1. On April 7th, a program known as the "Excelsior Scholarship" was passed in order to provide free tuition to New York State's public colleges. On paper the program seems like a huge breakthrough but do to the strict requirements only a sliver of middle and lower class students would be eligible for the scholarship. This is because they must graduate on time within two or four years depending on their degree; however, most college students in this day and age must take breaks between semesters to work or they end up getting behind in general. The current legislation might not be perfect but this makes New York the first state to cover four-year public colleges and this should set the precedent for other states to follow in their footsteps
