Grab the Pokeblock case from the little girl in Slateport contest hall as you pass through
Grab the Wepear berries from immediately west of Mauville (only 2 bushes)
Kill Kecleon with Mud Shot, Surf (gives exactly enough EXP to hit 32 for Jared and 34 after Winona)
Wiki Berry from Berry Girl in the south west corner of Route 120 (this is why TID needs to end with 1 or 6)
Skip Pomeg berries
Reach Lilycove then immediately Teleport to Fortree
Give Marshtomp Mystic Water and heal to nearly full
Jared: Surf
Kylee: Surf x2
Winona: Surf x2, X Attack x2, Strength, X Special x3 (or x2 for a Skarmory range or if in Torrent), Strength, Surf, Strength x2
After exiting Winona's gym, Rare Candy Marshtomp to evolve, heal Marshtomp to 50+ minimum, teach Fly to Wingull, then Fly to Rustboro
Kelpsy berries from north of route 115 (north of Rustboro, surf to the very top beach, go to the top right of the tree maze)
Fly to Lilycove and challenge rival at Dept. Store
Rival 4: X Speed, X Attack, Surf, Strength, Strength, Mud Shot (Strength or heal confusion/HP)
Swellow Wing Attack does ~20, Wailmer's Water Pulse does ~20 and can confuse
Buy Fire Blast (TM38) and Blizzard (TM14) TMs from floor 4
Go to Lilycove contest hall and make Pokeblocks out of all the berries.
Swap Castform to slot 1, teach Blizzard over Hail and Fire Blast over Rain Dance, then feed it all the pokeblocks
Moveset: Sunny Day, Fire Blast, Powder Snow, Blizzard
Strategy: Alternate between Powder Snow and Blizzard, use Sunny Day instead if you can get a good audience score (4 or 5) but don't have a combo and then use Fire Blast to complete the combo. If you would use Powder Snow on the last move, use Fire Blast instead as it's faster, or Blizzard if you just used Fire Blast.

Possible optimization: You can delay feeding the pokeblocks until before the Master contest to skip the extra Round 1 animations, but this makes the contests a bit harder to win

Pamtre berry would be the best available berry if the word "CONTEST" weren't locked behind beating the E4 (because you need to tell the Berry Master's Wife the phrase "CHALLENGE CONTEST" to get one).
The random berries from Berry Master could help a little bit but is probably not worth it and could be inconsistent.
