well two things, four/goon conflict predates noir and whilst it started in northwest, ultimately you shouldn't burden their mistakes.
Four made a singular call to attack goon and got retaliation, whilst I understand its a cap, ya know a cap loss irrespective of reasoning hurts. I don't feel that noir should level their guns at goon for that alone
but it depends on how you at the moment view kirin or ge
as far as i've heard, noir has wanted to hit goon for some time. (i don't know the specifics)
if its for contents sake, i guess it makes sense
i haven't really got a stake in it either way as it won't affect me
whilst that's true, i do need to confirm i am now a goon by proxy of my current corp
but being a goon as mentality, i'm not sold x]
also its nice to see at least one other corp is using a multiroled approach to fleet ops, i rather like your set up, but i'm concerned you have a fairly large problem if you dont control grid
