So I joined. That name was very familiar. Turns out, I had watched a YouTube
video by him 5 days prior and commented on it. I didn't figure this out until later.

Halliday :  No website gives you the IP of a steam user, that's not how the TCP/IP protocol functions.

Halliday :  The only way you would be able to get my IP address through steam is through a Three-Way Handshake, also known as a TCP connect
Halliday :  Where you send the user a SYN packet, they respond with a SYN ACK, and finally, your computer sends them an ACK packet. You would then capture this exchange using a traffic sniffer such as Wireshark.
