Setup decrypt9 arm9 payload

*This is for 3DS Consoles with a9lh only*

Stuff you need to get

--Latest release of Decrypt9WIP (https://github.com/d0k3/Decrypt9WIP/releases/latest)

1-Unzip Decrypt9WIP.bin from the decrypt9 zip to the /luma/payloads/ folder on your SD card
2-Rename Decrypt9WIP.bin to x_Decrypt9WIP.bin
3-Boot Decrypt9 by holding X during boot
4- Now you can hold X to use decrypt9wip when booting, be careful with what you do there
