[FFXIV] Consider the following changes to Sage Job

Change Panhaima and Haima's Shield Stacks to sequentially consume remaining stacks if the damage being dealt to the effected character exceeds the Panhaima or Haima shield currently applied, immediately going onto the next shield that would be applied by Panhama or Haima. This can be done by compiling the damage done to a character if they currently have remaining stacks of Panhaima or Haima.

In addition, the Spell Phlegma and its upgrades should be either changed to an ability and cost no MP or be able to be excuted at a large distance like other spells.
