  4. Subject: In-Rem Property Sales
  5.
  6. Dear Council members,
  7.
  8.
  9. I have not received a response from either of you in regards to my last email.
  10.
  11.
  12. As you may be aware I have filed a formal complaint with the City's Ethics Board asking for a review of my situation and the conflict of interest that I feel has occurred.
  13.
  14. Sadly, this situation has brought to my attention several other highly questionable sales that have occurred recently.
  15.
  16.
  17. I was made aware that the council will be voting to sell 7 CPL William Dickerson Place and two parcels on 8th Street to a spouse of a city employee. It will be fourth property this individual will have bought from the city since he failed to be confirmed as the city council auditor. As you know, I too bid on CPL William Dickerson Place. My bid was for $4400.00. The council will be voting to sell it for $500.00, possibly the lowest bid that was received. Mr. Linden Layne was sold another property on CPL William Dickerson Place earlier this year. That two family home was sold for $3,050.00 in July. A work permit was issued on October 23rd, one day after I raised my concerns to the council and on the same day I told the Deputy Mayor that the home had nothing done to it yet.
  18.
  19.
  20. More suspicious dealings became evident when I was told that a child of a city employee who searches property the titles for the city was also awarded a property. In January 2015, the council awarded 49 120th Street for $1,800.00. The property is assessed at $141,000 and has one acre of land. The purchaser was not the highest bidder, but had a connection to a city employee that was involved in the property foreclosure and sale.
  21.
  22.
  23. There are other cases that people are bringing to my attention. I will keep you informed of them.
  24.
  25.
  26. Once again, I respectfully ask that you award me 535 Fifth Avenue as approved and recommended by the administration and award me 205 Fifth Avenue and 7 CPL Wiliam Dickerson Place as I was the highest bidder on both of those properties.
  27.
  28.
  29. Sincerely,
  30.
  31.
  32. Harry J. Tutunjian
