Reasoning:  Gao is now a Judge of the Checkpoint, by the grace of the Kai of Water, Acai Stratus. With his new post and the blessing of the very creator of the Afterlife, he views the situation unfolding on Oasis with trembling fists-- he senses Zelkies, the man he had spent decades preparing to wage war against, moving from the shadows, just when he himself lost the ability to resist him.
What is the moment: Decades ago, in the heat of the Forest War, Gao Gao had sat in on a conversation with Saint Sul Kaso, Mayor Kaleb (who he had, at the time, sworn to himself to serve and protect,) and Cygnus Banji, just as the two had been recovered from the brink of death by Dr Calloway and Madame Stratus's mould-breaking revivification process. The topic of conversation was none other than Lord-General Zelkies, who had initiated a secession movement that would eventually culminate in the dissolution of the Council as they then knew it. Even then, long before anyone on Oasis even knew of Sadala, Xenomorphs, Queens and Kings of star-bound kingdoms, or any such thing, they had anticipated that his forces would target the Hare region, where New Oasis City now makes its home, as a key step in the long road to coup d'etat over the Pope. It was clear then-- just as clear as it was now, twenty-some years later, as his forces finally rally to make the land his in the name of human supremacy. The echoes of the Forest War, waged over the same issue, had rippled back to the present day.

Gao trembles at the news funneling in from his first several clients at the Checkpoint. That man... Zelkies... He had spent so, so long grasping at any information he could find about the Scorpio Saint, driven by Sul Kaso's words and by his own intuition. Despite the violent and terrible nature of all their foes to date; Kaguya, Aether, even the dreaded Second Emperor; he knew Zelkies would be the last, and the greatest. But now? Now, just as he had fallen, just as he had lost any hold he might have over the situation, any chance to resist? Now Zelkies moved on his home, when he was powerless to stop him!?

Panic falls to resolve, and to cool recognition. Gao is wise in his years, and knows what he must do; he submits his final request to Madame Stratus, a request to contact the physical realm... He has a favor to ask an old, dear friend, one last time.
