Reasoning: Time to give an OOC reasoning rather then an IC one. Or combine both, I guess. ICly, a lot has happened to Chance. A lot. Pains, torments, the usual shindigs and such. Chance is fucked up mentally- His mind swells with pain and anger. He doesn't know what is right or wrong anymore, he just knows that he hurts. He stares up at the sky and wonders what he did wrong- What he has to do RIGHT to help his friends, his allies. And more then that, he understands the stress that comes with everything around him.

OOC Reasoning: I can't keep up at T2. There's T1 Sharingan users who kick my butt, there's other saga users who kick my butt- I'm the butt of the joke, essentially, and oh boy does it suck. But beyond this, my character and I have a lot to protect- Friends, allies, an actual IC lover... He really needs this to keep him up to date with others of his level. I'd appreciate it greatly but I understand if you're unwilling to give it to me. I'm happy with what I have and above all else, I apologize greatly for applying so many times. I know you like to hound me with the counter over this shit so... I try to keep it brief.

Moment: Training, Dedication, and the Suffering he's faced over the last time skip would push him to develop his third and final tomoe.
