  1. DECLARATION BY THE R.S.F.S.R. TO THE MONGOLIAN PEOPLE AND THE GOVERNMENT OF AUTONOMOUS MONGOLIA

  5. The Red troops of the Russian Socialist Federative Soviet Republic have crossed the Ural mountains and entered the Siberian plains. Together with Red Guards and Partisan units, we are defeating the forces of the tsarist butcher, Admiral Kolchak. These troops are bringing liberation to the Siberian workers and peasants, to the Kirghiz, to the Buryats, and to all toiling people. The Soviet government now appeals to the Mongolian people with the following words:

As soon as the Russian workers and peasants seized authority from the tsarist generals, gendarmes, and capitalists on October 26, 1917, they immediately appeals to the toilers of the world with an offer to establish a political order under which no strong state would dare to seize, or to keep by force, small and weak peoples.

Simultaneously, the R.S.F.S.R. annulled all secret treaties with Japan and China by which the tsarist government, under the pretext of autonomy for Mongolia and allegedly in the interests of the Mongolian people, had actually seized Mongolia from China, established its own adviser in Urga, and plundered the wealth of the Mongolian people, passing it on to the Russian merchants and oppressors of the people.

However, the revolt of the Czechoslovaks in May of last year, and the invasion of Siberia by Japan, made it impossible for us to carry out our plans and to return to the Mongolian people what had been seized from them by the tsarist government. The Japanese, jointly with the Entente Allies, did not permit the representatives of the Russian Workers' and Peasants' Government to come to Urga with the news from Moscow.

  13. Now, when this news it being brought to you by the victorious Red Army, which is driving back the bands of Kolchak, Semyonov, and other robbers, the Soviet Government again solemnly declares as follows:

  15. The Russian people have renounced all treaties with the Japanese and Chinese governments which deal with Mongolia. Mongolia is henceforth a free country. Russian advisers, tsarist consuls, bankers, and the rich who have mastered the Mongolian people by means of force and gold, and robbed them of their last possessions, must be driven out of Mongolia.

  17. All institutions of authority and law in Mongolia must henceforth belong to the Mongolian people. Not a single foreigner has the right to interfere with Mongolian affairs. In repudiation of the agreement of 1913, Mongolia now becomes an independent country and has the right to contact independently all other peoples without any guardianship whatsoever on the part of Peking or Petrograd.

  19. The Soviet Government solemnly proclaims this to the Mongolian people. The Soviet Government asks the Mongolian people to enter into diplomatic relations with the Russian people immediately and to send representatives of the Mongolian people to meet the advancing Red Army.
