  8. The City of Troy, NY, is seeking letters of interest from qualified candidates for the position of
  9.  
  10. Comptroller.
  11.  
  12. The City of Troy, NY is located on the Hudson River close to the cities of Albany and Schenectady forming
  13.  
  14. the Capital District region. The city is one of the three major centers for the Albany Metropolitan
  15.  
  16. Statistical Area which has a population of 1.2 million.
  17.  
  18. Troy is known as the Collar City due to its rich history in shirt, collar and other textile production. At one
  19.  
  20. point Troy was also the second largest producer of iron in the country, surpassed only by Pittsburgh,
  21.  
  22. Pennsylvania. It is home of Emma Willard School, Rensselaer Polytechnic Institute, Russell Sage College
  23.  
  24. and Hudson Valley Community College. It also is home to two health care facilities, two school districts
  25.  
  26. and three private high schools.
  27.  
  28. Troy, like many other legacy cities has been subject to industrial decline, outmigration of jobs and
  29.  
  30. suburban flight. Nevertheless, the presence of our education institutions, historic architecture and urban
  31.  
  32. design is helping Troy develop creative, technology and small manufacturing sectors. The Downtown is
  33.  
  34. undergoing a resurgence of unique shops, lively restaurants, creative ventures, and twenty-first century
  35.  
  36. businesses attracted by the area's intellectual diversity, community vibrancy, and information
  37.  
  38. infrastructure. With just over fifty thousand people, residents and businesses alike are attracted to
  39.  
  40. Troy's sense of community, ethnic heritage and diverse social composition.
  41.  
  42. The city is governed by a nine member City Council which contains a president and eight other elected
  43.  
  44. members. The Mayor is Chief Executive Officer and is responsible for the administration of all city
  45.  
  46. affairs. The Comptroller is the Chief Fiscal Officer and is responsible for the oversight and accountability
  47.  
  48. of all of the city's financial activity. The City Charter governs city operations and outlines the powers and
  49.  
  50. duties of the Council, Mayor and Comptroller.
  51.  
  52. The city's overall appropriations for the 2015 fiscal year total $83 million, which are funded primarily
  53.  
  54. with revenues from real property taxes, sales tax, water, and sewer charges.
  55.  
  56. Full Performance Knowledge, Skills, Abilities, and Personal Characteristics:
  57.  
  58. This position involves the supervision of fiscal and information systems of the City of Troy including all
  59.  
  60. operating and enterprise funds. The comptroller is responsible for City government financial operations
  61.  
  62. in the areas of budgeting, accounting, treasury management, payroll, accounts payable, supervision and
  63.  
  64. maintenance of a financial management system, and financial reporting to the Mayor, other city
  65.  
  66. officials, the State Comptroller and the public. The position, reporting to the Mayor, is responsible for
  67.  
  68. the supervision of employees in Comptroller’s office including payroll, benefits, purchasing, personnel,
  69.  
  70. assessor, treasurer, and information systems staff.
  71.  
  72. Applicants must demonstrate a thorough knowledge of and proficiency in the following:
  73.  
  74.  Municipal accounting, including the use and supervision of financial management systems
  75.  
  76.  New York State Comptroller's Rules and Regulations governing municipal accounting, record keeping,
  77.  
  78. and reporting for municipalities
  79.  
  80.  New York State finance law
  81.  
  82.  New York State Real Property Tax Law
  83.  
  84. Applicants must demonstrate a history of leadership in financially distressed, under resourced municipal
  85.  
  86. settings as well as the ability to develop and maintain a flexible, collaborative, adaptive, personally and
  87.  
  88. professionally supportive work environment.
  89.  
  90. Minimum Requirements:
  91.  
  92. Graduation from a regionally accredited or New York State registered College or University with a
  93.  
  94. Bachelor’s Degree in Accounting, Finance or Business Administration is required, as well as five (5) years
  95.  
  96. of progressively responsible experience as in a municipal finance, treasurer, or comptroller position in a
  97.  
  98. New York State municipality. Applicants may substitute demonstrable training and experience for parts
  99.  
  100. of this requirement.
  101.  
  102. Candidates for The City of Troy, if selected for this exempt position appointment, would have ninety (90)
  103.  
  104. days to move into the City of Troy and thereafter maintain residency.
  105.
