They live in sort of cyberpunk-ish city-slums.
Dreaming of making it into the Elite orbitals and walled habitats.
But usually the only way to get there is as a slave, which is hard because mongrel slaves aren't worth shit.

Y'all be an elite strike force/butler bodyguard unit dealing with the fact that you suddenly developed a human-ish level of empathy due to a basilisk hack.
And now the everyday atrocities of the world make you want to vomit even though you can't because of how good your endocrinal control augmentations are.

No magic, although some of the advanced nanotech elites use sure can look like it to the most backwater humies.

Ah yes, elite hierarchy is divided by hair colour of their synthetic bodies.
Blondies are on top, platinum hair are their direct aides and assistants, three types of ministry-specific officials and advisors are red, green and blue, lowest tier Elite functionaries are onyx-coloured.

Mongrel genetic sequences pretty much don't manifest any colours other than different kinds of brown, both in skin and eyes and hairs, which means that being born unusual is both a possible ticket out of the slums and a curse of being an object of attention of slavers, gene-jackers or curious elites.
