I would start with active social media accounts. Build a facebook page and link it. Same for twitter, and other high traffic social networks.

First of all do on page according to search engines rules because now a days on page optimization also very important before link building. For example if you have good backlinks but your title and description is example of keywords stuffing then i am sure you will not get benefits of backlinks.

What is different IPs related backlinks? This is work really right and good way?

Not. I think so. It's the fastest way to find sites for backlinks.
Our competitors are already made lot of backlinks, we should follow this. Low quality links are not good.
recently I heard it is better to avoid too much back linking in the forums, especially using signatures.
