Some thoughts on augments vs lore
-In a non-cyberpunk setting, the average office worker Joe does not have any use for augments. Why does he need to move silently or be be armored to edit spreadsheets?
-They're probably fairly expensive outside Tartarus, making them even less good to have
-Even if not explicitly forbidden, most places probably have some regulations about building literal weapons into your body that greatly diminishes the use of them (see also gun regulation in Europe)

you could ignore all of that, and go for the good ol' "Tartarus tech is advanced":
While they are in fact dangerous for you everywhere else, Tartarus very recently had a breakthrough where they managed to get rid of the vast majority of the negative sideeffects. However, before they can even begin to try and market them to the galaxy and change the stances of governments, they need to do very extensive clinical testing to prove they're safe, and oh hey they have all these convenient inmates...
Gives a reason they're not oftenly used outside Tartarus, explanation why they're relatively affordable (they're providing them at a loss because we're test subjects), and some IC consideration ("Oh but they're totally safe now, trust me!" "Er, you sure?") but no actual forced effects for those that don't want them ("Oh, they are apparently. Neat!")
