Reasoning: Out of all the people Leon has met, the one who has been solely felt charged with protecting, after the events of the first Vaizard, was Osari. He knows the important role she plays too helping people achieve peace as the priest and stopping the souls from becoming Hollows. In connection to the recent failures in events to save people, ranging to astronomical levels, this would perhaps be the pushing point for him. His connections with most people range on a more associate/ally level and with Osari, he knows how important it is. It also doesn't help him with the unmeasurable amount of guilt that could be placed on him from also not being able to save Cameron from Hakim after Cameron had actually been one of the few people who helped him when Hakim attack him. His stress levels could be peaked with the death of Leonardo and considering he has been wounded up to 34% with someone immensely more powerful, now would be the time for miracles to be pulled?
