Step 1: Be able to create adult clones of yourself in rapid time. This is done using the by now quite mature technology of rapid-metabolism and artificial wombs.

Step 2: Be able to transfer intelligence and consciousness between human bodies and computer storage. At this time it is still impossible to run a human brain successfully on electronic hardware, but the ability to store and backup intelligences to be placed in cloned brains is under development and shows a lot of success.

Step 3: Be able to produce an artificially intelligent nano-technological infrastructure creation system. That's the name of the game, for Joplin!

Step 4: Be able to send kilograms of matter to another star system. The Interstellar Society has produced small spacecrafts powered by laser sails which can enter alien star systems with miniature probes massing several grams since the 2100s. By now the technology of laser sail starships is fairly mature, and new data from nearby star systems comes in every day!

Step 5: Send nanotechnology to an alien system for which there is known to be an asteroid belt diverse in resources. Only a very small spacecraft is needed, as long as it can be automated, to maneuever using starlight to an asteroid to set up base. From there, the nanotechnology can build up the infrastructure it needs to grow. Solar panels, factories, a laser communications telescope and transmitter, and finally an artificial womb.

Step 6: Send your intelligence through a vast laser communications system.

Step 7: The computer on-board will have been growing a clone of yourself in the alien star system, but is currently brain dead. Using the data received from the lasers, it will reprogram the dead brain into an exact duplicate of your own brain!

Step 8: Still sedated, the computer will wash and dry you off from the bath of fluids, clothe you up in your clothing of choice, and you will walk out into a ready made colony!
