Not to make your life difficult, but the NYS DOS COOG says I don't have to fill out those forms.

Their past opinions have found that a FOIL request in writing (as was first emailed) is sufficient by law.

Please refer to the email below.

I'd prefer not to fill out those forms, based on the law and principle.

Please advise.

In our opinion, while an agency can require that you submit your request in writing (as you have done), it cannot require that you use a particular form.
