[FFXIV-Sugg] Leeches/etc. Level Adjust

Please consider re-adjusting the following actions to allow scholar to perform better at low to mid-level dungeons and trials:

-- Leeches
Level 40 >> Level 30

-- Succor
Level 35 >> Level 40

-- Adloquium
Level 30 >> Level 35

The duties "Brayflox Longstop," "Haukke Manor," and "Cutter's Cry" would benefit from these changes the most. The ability "Fey Caress" on Selene has too long of a cooldown to be effectively used on the final boss in Brayflox Longstop. If you do not do these changes listed above, please consider the following change:

-- Fey Caress
Recast Time
60.00s >> 35.00s

And allow it to have a small chance to remove a second detrimental effect. (This chance is nullified in PvP.)
